In this post: Kaizuki stream-of-consciousness-es for a while, bemoans things, laughs at Homura's reactions, then proposes a serious vote / alteration. Skip to bottom and read upwards to avoid irrelevant stuff.

We said that we'd give them away for free. I see nowhere where we said we'd give them away to anybody that asked without conditions attached. We impressed on Bennouna that we were biasing toward reasonable magical girls and I see no reason why we wouldn't continue doing that. We additionally just made it clear that we expect to fight people that make trouble, and "doing evil shit with our clear seeds" is obviously one of the things that we'd be dealing with.

Personally, I don't see how we could sell them in the first place. We can steal shit from organized crime whenever we want money. We have infinite grief seeds. What else could we ask for?

Selling them would be fucking retarded, but the answer to your question is "YO COME MITAKIHARA FITE WPN GET CLEAR SEED!"

That is a very one-time sort of benefit, of course.

Anyway, I think "free" was quite thoroughly interpreted by Nadia as "free, no terms." I dunno.

[X] Feed Kyuubey the grief that you just removed from Bennouna's soul gem. Politely insist that Kyuubey leave - its presence is an unwelcome disruption at this meeting. You have some more grief that you'll give it later.
-[X] If it refuses, use grief to remove it from the area, nonviolently.
[X] Hold Mami's hand, tracing out reassurances with your fingers.
[X] If Bennouna asks why our group wants nothing to do with Kyuubey, tell her it was concealing some information from Mami and the rest of the group that it really should have shared. If insufficient, break to voting.
-[X] If she doesn't ask, don't bring it up.
[X] Share information on your abilities, in particular the creation of Clear Seeds, offering proof or demonstrations when requested as practical. Inquire about other girls who might have similar powers, and if she knows of any examples of large scale cooperation between girls that "went right" and operates smoothly.
[x] Since you have this ability, and can spread it by creating clear seeds, you'd like to try and improve the global situation for magical girls in general. You'll keep trying to improve the clear seeds, and ideally find a solution that doesn't require grief seeds at all. But... you know it's not that easy.
-[X] You've foreseen lots of problems with infinite cleansing - abuse, people rejecting it because it's "too good to be true", upsetting power structures, general making-things-worse.
[x] So you'd like her assistance as well - both with sharing information she thinks is useful for our purpose, properly compensated of course, and in spreading news about our offer to people who she thinks would be reasonable.
-[x] That said, even unreasonable people who ask about us, should hear our offer. We know word is going to get out, and it'd be better if our position wasn't misrepresented. We really don't want there to be fights and conflict due to it.
[x] If the questioning calls for it, or if you see an opportunity to raise one of the other topics you wanted to discuss, break to voting.

This vote lead to us offering clear seeds for free.

*sighs*

OTOH: Homu clueing in:

"You're mad," Nadia says, folding her arms. "This city will be drowned in magical girls."

"I know," you say. You can't help but notice the way Homura's attention snaps to Bennouna

Lol. The reaction XD

So... In terms of actual plans... Well we could reverse course here but that would be a major derp. Ok, so, free clear seeds for everyone.

Uh.

Scenario: Kyouko-but-not-actually-Tsundere comes to Mitakihara. Gets clear seed. Robs stores for a living, is rude, beats people up if they try to stand up to her. What's the plan to deal with that?

Yeah, that was always a potential issue, CS or no -- any threats to cut people off cleansing were always going to be bluffs at best. But reserving CS always left us with a very useful asset -- frankly, my plan had been to single out gucas to essentially "deputize" or "commission," pass them a CS, instant powered-up law enforcement.

Weeeeeee are going to need a jail. Ahahahaha we're going to need a jail this is fucking great.

Okay, well, Godwinson's current vote component for "id like to get you to talk to other groups" is not good. Alright. I don't like Narrator's either, neither is going to be thorough enough -- his "work for us full time" is... Nadia travels and he doesnt specify that she'd still be traveling. No. And more than that, frankly, I want to add enchanting skill to the list of desirables. We're going to need to build so much fucking infrastructure if we want any semblance of order, it's not even funny. And frankly we can repair Nadia's opinion of us if we make it obvious that we're plannng.

Ok, ok, we're not sunk yet, we have antimagic sitting around, we can build suppressors and we can... Ok. We're going to need more money because nobody is going to go job-hunting, they're just going to come here with nothing but their damn guca uniforms hoping, and then we're going to have a city full of superpowered jobless hobos without the skill/willingness to panhandle. We're going to need to provide housing and money on top of seeds, because otherwise crime rate is going to skyrocket. Jobs and/or access to entertainment (money will handle the latter thank madokami for vidyagames). Policing is going to boil down to antimagic cuffs, we don't have a choice. Bag'em, tag'em, parole'em, and then let the muggles handle it from there. We can get startup capital out of the Yaks, we'll need to either build a relationship with them and take protection money from them or else get Oriko's powers back and play the stock market for consistent income, unless we get lucky with a better idea. And we're going to need to jump on this fast. Fuck.

Ok.

I'd like to do the following: let's throw out the "muse aloud" thing at the end of brinavote, and replace it with a serious talk. Frankly, there are skillsets that we are going to need, and we can actually get things rolling in a positive manner here. We can convince Nadia that we're not entirely insane, just thoroughly idealistic and completely hell-bent on upending fucking everything, we're going to have to do it by showing off actual plans, and we can do that. Ok. Ok. And, hell, ok, yeah, we can do this. Holy shit.

Okay, the "Muse aloud" line in @Godwinson's vote needs to go or be changed, if nothing else, Narrator is right about it being wrong, because yeah, we have bundles of cash which are better currency than gold. And more than that we need to actually deal with the fact that we're setting up a situation where everything is notgoing to go very well and we're painting a picture to Bennouna of us being a stupid insane idealist because we're not addressing any of the obvious issues that will arise from en masse immigration.

My suggestion.

[X] In no particular order:
-[X] Hey, does she have a cell number, or an email address you can reach her at?
-[X] Ask her about magical girl current events. Anything interesting? Anything potentially dangerous looming?
-[X] Ask about the oldest magical girl she's heard of, and how old is she.
-[X] Ask about magical girls whose magic allows them to manipulate the soul. You have a source who indicated one would be coming here soon, and you want to know more about them, if possible.
-[X] Ask about magical girl groups that are particularly large, powerful, influential, or nasty. You know you're going to cause some waves with your offer of cleansing and clear seeds, so you want to know about groups that might cause issues.
-[X] Ask if she made all the enchanted items on her, or if she purchased them, and if the latter, how does she keep them charged.
-[X] Ask her if she knows of any magical girls who are fluent in Japanese, are decent people, and have any of the following powers:
--[X] Long-range teleportation or portals.
--[X] Any sort of danger sense that can be used to find threats to other people before the occur.
--[X] The ability to enhance or amplify the magic of others.
--[X] The ability to protect the minds of others from being tampered with.
--[X] High-end healing abilities.
--[X] Anyone who is particularly skilled at enchanting.
-[X] Ask if she knows any magical girls who might be willing to travel to Mitakihara to fight a city-destroying witch. There'll be free cleansings and maybe a fabulous cake!
-[X] Ask if she knows anything about the magical girls in Asunaro. It's a silly place, but you think you need to know. For reasons.
-[X] Ask if she knows anything else that might be useful to know for a girl who wants to help people.

[X] After talking about news in other places...
-[X] You're completely serious about free clear seeds: if she'd like one, you'll make one for her. But, if she's interested, you'd also like to hire her on part-time as a sort of recruiter and diplomat in exchange for monetary compensation. You're not going to ask her to alter her travel plans, but frankly, Mitakihara is going to need skilled, capable magical girls with enough morality to hold a job in exchange for a better-than-living wage, housing, and cleansing... In exchange for a good life.
-[X] You're idealistic, not stupid. With the seed issue dealt with you're still going to have to convince people to deal with witches, not commit crime, etcetera, etcetera... And you're going to have to be able to enforce rules -- non-lethally -- if it comes to that. And frankly, you'd very much like to pay her to carry around the resources to put anyone interested in that sort of offer on a plane to here.

Sereg? Is that you?
Edit:
Though I gotta say, I like what your going for @Kaizuki! Hypervene approval!

How are we supposed to sell something in exchange for gratitude? You get significantly better returns there by not calling it a sale.
The question was "What can we ask for?" You can call it a gift, a sale, a favor, or even a treaty. Owing favors is a currency that's valid in pretty much any community, particularly in illegitimate ones. Treaties between disparate groups are how you build alliances.

I'm not necessarily saying that we don't just give away Clear Seeds to all and sundry, because a big part of me desperately wants to prevent witchouts however possible, but that doesn't mean that we can't use it as a way to establish relationships with other groups of meguca. Weren't we hoping to use them to attract meguca to help us fight Walpurgisnacht?

I'm with you here, but it looks like you're sabotaging this by conflating it with acting like a regular magical girl.
I am not suggesting that we act like the Sendai crew. Please read my actual post again:
Two, we would still be doing something extremely idealistic. We're paying her the Clear Seed up front. One Clear Seed is enough for her to retire and live off for the rest of her life. She could decide at any point to bail on us and go live comfortably somewhere, with no real threat of consequences. We would be showing her a great deal of trust.

And if she stays and she continues working with us, she would see us constantly being idealistic, helping others, helping her, and then she'll start trusting us in return, start feeling good about helping people. But trust, friendship and loyalty have to be earned over time, you can't just demand them from someone the first time you meet them.
-[x] Is there anything we can do to help her out, besides keeping her gem clean?

I'm not entirely sold on my particular wording of the recruitment offer, I just want it to be more professional and less like a child's whim.

I thought we had gem-coma-d someone before by standing next to them and moving their Gem away to a point well within the range of our control before. If this is accurate it's a big clue as to our powers.
Our control radius is 100 meters, so the control diameter is 200 meters. We grabbed the gem from one edge of our range and moved it to the other edge.

Scenario: Kyouko-but-not-actually-Tsundere comes to Mitakihara. Gets clear seed. Robs stores for a living, is rude, beats people up if they try to stand up to her. What's the plan to deal with that?
Explain the rules ahead of time. This is Mami's territory, there are customs. When they disobey? De-gem. Restrain. Explain the rules again. Apply penalties and/or rehabilitation as appropriate.

Too shallow, you've thoroughly missed the point. What penalties? What rehab? How do you discourage somebody from repeat offending? The only thing we'll be holding over them as-is is the threat of violence. We need more resources and a concrete plan. You're glossing over the fact that we don't have acceptable responses to crime as-is. Take Oriko. We had to put her under house arrest without a guard and threaten to kill her if she violated it. Do you understand how worthless and, well, NOT non-lethal that setup is???

We could always rock someone we intend to jail, Pleiades-style, and wake them up for rehab sessions and whatnot.

You want me to build a criminal justice system from first principles in ten minutes while sleep deprived? That's a tall order. I'm going to need at least a couple days. :p

We could always rock someone we intend to jail, Pleiades-style, and wake them up for rehab sessions and whatnot.
Pretty much, yeah. That's the only way we're going to prevent constant escape attempts.

We could always rock someone we intend to jail, Pleiades-style, and wake them up for rehab sessions and whatnot.
That's what we ended up doing over in Puella Magi Imperatrix Mundi, too.
This is not what you say to a veteran magical girl whom you've just met to inspire confidence in your ability to be a good boss; this is the kind of thing you say when you want to make everyone back away from the crazy person, take the Clear Seed she's offering, and run before she inevitably gets herself killed by being a crazy ditz. Until it's fixed:
Maybe that's what would happen if we were talking to an idiot. No, this is what you say when you're kicking off a plan that could end with you as the God-Empress of Mankind if you fuck up and you want to tell the person you're talking to that you're savvy enough to not fuck up.

What might work is a crash transition from wackiness to serious. Make it abundantly obvious that the brain damage is a front or a default and that we're really playing at least three, maybe four or five, levels deep:

[X] In no particular order:
-[X] Hey, does she have a cell number, or an email address you can reach her at?
-[X] Ask her about magical girl current events. Anything interesting? Anything potentially dangerous looming?
-[X] Ask about the oldest magical girl she's heard of, and how old is she.

--[X] Long-range teleportation or portals.

[X] Muse aloud about how you've kinda thought about hiring her to serve as a diplomat of sorts to other groups, but since you'd give her a clear seed and clean her soul gem anyway, the only thing you'd really have to pay her with is "borrowed" yakuza gold, and that's not any fun.
-[X] That reminds you, you should tell Sayaka about the mop.

[x] Wacky hijinks aside, you're idealistic, not stupid. This is serious business.
-[x] You're essentially proposing to create a small nation. Even with cleansing dealt with you'll still have to keep the peace. Keep hunting witches, integrate with the mundane economy, put past grievances aside and carry on with their lives, girls that are too traumatized to function...
-[x] You can probably police Mitakihara up to several dozen girls, but to really scale you'll need to find more people like yourself and your teammates. Girls that are skilled, capable, motivated, and, above all, moral.
-[x] You'd like to hire Bennouna on - real-money compensation - as a recruiter and diplomat. Anyone that she meets that you should talk to, you'd like her to put you in contact with them. You can supply money to put them on planes to you, or you can fly out to meet them.

Throw a bone to Sayaka while we're talking about starting a police force. I agree with Mami and Homura that she'd enjoy it, this is where we let her know that we have a Job for her to do.

1. Avoid this before she starts robbing stores by having a job search program and/or by providing for those who are unable (due to, say, age or legal status) or possibly unwilling (since we'd be doing basically that after imprisoning them anyway, right?) to enter the labor force.
2. Point her at the Yakuza instead. They're eminently robbable.
3. Invent jobs we need done. Maintain Warehouse-kun, help other immigrants with their own job searches, put her in charge of the Yakuza.
Pretty much, yeah. That's the only way we're going to prevent constant escape attempts.
Not the only way. Kirika already made a working antimagic enchantment.
We're going to need to provide housing
Oriko has some space. Once that runs out or we decide not to use it, Mitakihara has lots of abandoned buildings and our team is already great for construction work. Rebuild a run down apartment complex, repurpose a warehouse, take over Kyoko's church.

Oriko has some space.
Are you talking about her house? Because Oriko also has that warehouse hideout that she's not currently using.

Adding some better wording:

[X] In no particular order:
-[X] Hey, does she have a cell number, or an email address you can reach her at?
-[X] Ask her about magical girl current events. Anything interesting? Anything potentially dangerous looming?

-[X] Ask if she knows anything else that might be useful to know for a girl who wants to help people.
-[x] Is there anything we can do to help her out, besides keeping her gem clean?
[x] Offer to make her a Clear Seed. Let her know that if she ever needs backup, we can be there very quickly.
[x] Offer her a long-term position with Team Mitakihara. We could use a traveling recruiter, courier and diplomat, and we're intrigued by her enchanting skills. We could use someone to find trustworthy girls than can help us keep the peace when all the out-of-town girls start to pour in. But most of all, we could use someone with her info-gathering skills to keep us aware of what's going on out there. We can pay in cash or gold.

Anyone want to summarize the vote intentions? They've gotten a bit... wordy again.
And, y'know, be impartial when summarizing!

The questions are basically the same in all of them, except that I added asking about a senior magical girl from Suzune Magica in case we can have a chance to save her, and whether there's anything Nadia would like help with.

The differences are at the end with the recruitment pitch:

[x] Offer to make her a Clear Seed. Let her know that if she ever needs backup, we can be there very quickly.
[x] Offer her a long-term position with Team Mitakihara. We could use a traveling recruiter, courier and diplomat, and we're intrigued by her enchanting skills. And, y'know, be impartial when summarizing!

- Do whatever Godwinson was doing
- Instead of musing about hiring her, revert from asking about news to doing full serious mode, make it clear that we actually have plans beyond "bring a ton of meguca to mitakihara and give them clear seeds"
-> stick with free clear seeds
-> make it clear, by implication or explict declaration, that we intend to use money as a motivator if possible
-> make it clear that we understand the problems facing us so that she will have a better opinion of us and will in turn convey that better opinion when she talks to others
-> Try to get her to actively assist in moving desirables to Mitakihara (if she can literally hand somebody a passport and a bundle of cash it will be VERY effective in making it easier for them to get to Mitakihara)
->> this will increase available assets and mean that more above-board gucas will come to mitakihara

- Include enchanting in the list of desirable skills

Weeeeeee are going to need a jail. Ahahahaha we're going to need a jail this is fucking great.
As one of my favorite comics said:

We're going to need more than a jail. We're going to need police, laws, courts. Meguca lawyers.

We're basically talking about building an entire government from scratch here, on a platform of people who can't even commit to making basic safety enchantments to prevent Madoka from being caught by a stray bullet.

And more than that, frankly, I want to add enchanting skill to the list of desirables. We're going to need to build so much fucking infrastructure if we want any semblance of order, it's not even funny.
I'll be super-glad to have your help with this. I'm trying really hard not to feel bitter, though, since this is mostly stuff I figured out like last year and have been desperately trying to get people to listen to ever since. Oh well, having more allies is still great; I just wish we hadn't wasted so much time before this.

On the job thing... I mean most Meguca are 13-15 year old girls right? They CAN'T get jobs most of the time, correct?

on a platform of people who can't even commit to making basic safety enchantments to prevent Madoka from being caught by a stray bullet.
Taking potshots like this is both strawman-y and rude. Not to mention that you continue to demonstrate your failure to understand the arguments of the other side of the discussion.
this is mostly stuff I figured out like last year and have been desperately trying to get people to listen to ever since
...Yyyyesssss? We've been having Pax Sabrina jokes in thread for years. It's been obvious to everybody that we're going to be a government, with everything that that entails, the instant that clear seeds get out. Hell, Firn's stated before that there's a CKII sequel to PMAS in the cards depending on how we resolve this quest.

Don't even. I've always been thinking and sometimes saying this stuff. I've written literal fucking essays in here about economic leverage and getting people to do things for us. But I do not feel we've "wasted time," quite the opposite, actually. Mitakihara group is always going to be the centerpiece of this. We'll be incredibly lucky to find someone as good as Mami at enchanting in a radius of several hundred miles, and some of the stuff we've hypothesized her powerset to be capable of is bullshit. Homura is lol. Sayaka is incredible. The war in sendai, Kyouko, etcetera, all of it? It's all been networking and getting our bearings. Our powerset isn't the only critical asset, here, and building relationships with the Mitakihara characters has given us a team that's basically invincible and thoroughly tied together by trust.

We're going to need more than a jail. We're going to need police, laws, courts. Meguca lawyers.
We won't have large and stable enough society to support a proper legal system, but we can do this like a court martial. Tribunals. Three judges. We choose at least four people who have respected leadership positions, in case one has to recuse themselves due to conflict of interest.

Why yes, I did have to create a similar system recently for a tabletop RPG where my character wound up in charge of a space station....

I am really unsure which is more moral / less traumatic. I feel like jailing them would be more attractive to jane guca -- seems less bad. But that is an option, yes, though uh, storing bodies lol.
Every indication so far is that being de-gemmed isn't painful in any way. They basically just black out. Sayaka's merely confused when she wakes up in Episode 6. As for the bodies, I assume that healing magic would stave off any decay, if we didn't want to put them on ice.

On the job thing... I mean most Meguca are 13-15 year old girls right? They CAN'T get jobs most of the time, correct?
Yeah, I don't think that the meguca need jobs per se. They need room and board and a stipend to live off of and something to do with themselves, which could just as easily be attending school or doing things for us.

It's an issue. Some of them we're goingto just have to give a basic income to. But by offering better living conditions to people with skills willing to put those skills to work we can incentivize enchantment, hunting, etcetera. Someone like Mami could make a killing selling enchants if not for the grief issue, for instance, and I'll point to To The Stars as a reference for other sorts of work. Yeah, child labor isn't legal, but gucas dont engage in a ton of legal activity, really, so... Basically, if theycan do work that's valuable to us, we'll pay'em good for it. And it's the ones who can do jobs that we really, really want, because they'll serve as role models and enforcers for the rest.

Loyalty, community, meritocracy, these are all things we desperately want, no, need to create to make a stable happy guca society, and we'll damn well pursue them. UBI and basic housing for the masses, more for those with useful skills, always enough to stay occupied and in health.

I don't think we should lose that 'brain damage' facade entirely. It's a useful tool, particularly when we can smash-cut to serious-mode. It makes people underestimate us, and that's valuable. Impressions are important, and making clear to Bennouna that yes, our playing around is mostly another just another level in the game, could be the difference between getting her on-board and not. Every other girl at that table has been on site when Sabrina goes into business mode, and they all know exactly how efficient and capable we are. When we sober, the rest will sober immediately, and that has more effect if, say, we just got Sayaka to laugh at the mop story.
