No, we didn't. I'm getting tired of having to remind people of this. We scheduled Sendai and Ishinomaki. We're definitely going there. We have not scheduled going to Tokyo. We never called Noa back to suggest that she arrange a meeting with the Council for us. I suggested doing that, but no one voted for it. We do not have an appointment in Tokyo.
We may not have told them "we'll be there at two", but I'm fairly certain that we told them to expect a call and a rough timeframe for it that covers this weekend.

We did not. This is the last instance of the words "Tokyo" or "Noa" in the Story-Only thread:

And finally, Tokyo. You only had the one contact with them, Ueda Noa, the representative of North Tokyo, who Akiko had tried to hire as a mercenary. "Hello, Miss Ueda? This is Sabrina, we met during that fiasco in Sendai?"

It takes a moment for her to respond. "Miss Sabrina?"

"That's me," you confirm.

"Ah. Yes. I take it this is about your offer?" Noa says.

"Yup," you agree.

"How do I put this..." She sounds kind of guilty.

"Just tell me?" you prompt.

"Ah, well, there is no unified front," she admits. "The Council generally agrees that they want to engage your, ah, services, but they can't agree on an order or a way in which to do so. Um, the Meiji group rejects your offering entirely."

"... um," you say. "I do intend to do it for free, you did mention that, right?" At the same time, you nudge Mami. "Hey, um, Mami? What's the Council? Tokyo Council, maybe?"

"Politics," Noa says, sounding wretchedly guilty.

"Um?" Mami asks. "The Council is a... um, Tokyo is just so big that all the magical girl groups agreed that they should have some kind of way to peacefully negotiate. The Council is just, um, something like the United Nations?"

"Gotcha, thanks," you say, smiling at Mami. To Noa, you respond with a neutral, "I see. Anything I can do?"

"Unless you plan on making a personal intervention, I don't think so," Noa says.

"Right, right. Thanks for the info," you say, ending that call.

"Why do you ask, Sabrina?" Mami asks.

You pull a face. "Nah, apparently Tokyo can't decide whether they actually want my help or something," you say. "Because apparently the Council is being political about it."

The Council can't decide whether they want our help, and we have not contacted them since.

We may not have told them "we'll be there at two", but I'm fairly certain that we told them to expect a call and a rough timeframe for it that covers this weekend.

We did not. Narrator is correct.

We were told that Tokyo is still deliberating, and never filed an actual time that we wanted to stop by. Barring Tokyo's council getting back to us unusually (and uncharacteristicly, from what we've heard) quickly when we contact them today, we won't be visiting Tokyo today.

No, in fact we didn't:

"Oh," Mami says. "I should have expected that, I suppose. I've heard... stories about them."

You shake your head. "Ah, well," you say, hugging her close. "It's fine. Maybe I'll do something about that at some point, but up until then... well."
Some factions in Tokyo have in fact, for the moment, declined our help entirely. Far from being scheduled to come, if we come this weekend we'll probably touch off a gang war.

(Edit): Wow, ninja'd Twice. You guys are fast. :V

That being said, I don't think Narrators vote makes sense - we only ever raised going to Tokyo as a possibility when we discussed it earlier. We don't need to bring it up or consult on it with the group - it simply isn't going to happen.

Noa did raise the idea of us intervening in the discussion personally to force the issue, but we were noncommittal.

I suggested that we ask her to arrange an audience for us so we could explain things to them directly, but again, no one voted for it.

If their concerns really are "who gets her first?" then they're probably assuming that we can only cleanse one gem at a time. We might be able to put an end to that by demonstrating that there is no "first" because we can cleanse literally every meguca in Tokyo at once. We could also maintain the balance of power by distributing Clear Seeds equally among the groups. But since we never called back, they're still unable to agree whether to accept our help.

I only added it to my vote because Vebyast seemed insistent on trying to make Madoka develop a negotiating strategy for us, to demonstrate a better way to approach the topic. If he's dropping the matter, then it's unnecessary. That said, it wouldn't hurt to let the rest of the team know where things stand regarding Tokyo and why we probably won't be going there.

[x] Having Madoka and Homura along to meet with Bennouna sounds great, if they want to come. It probably won't be super relevant to Madoka though, unless she wants to be our lab rat or something.
[x] For the cleansing trip... maybe once peace has settled in and these trips are routine, but right now we're not quite sure what these girls are like or how it'll go.
[x] While you're thinking about of just-in-case and keeping things safe, ask Homura and Madoka if they mind holding the fort while the rest of the team is on the cleansing trip.
-[x] If you find a chance, pull Homura aside to quietly explain that we're trying to keep Madoka safe - we agree that her coming would be too risky - while making sure she doesn't feel useless or left out.
[x] When the opportunity arises, pull Madoka aside and thank her for last night. Not only was the sleepover nice on its own, the sheer normalcy of it is important. Inviting Sayaka was a particularly good idea; Madoka's a Good Friend.
-[x] Speaking of which, ask Madoka to try to spend some more time with Homura. You're sure she'll appreciate it, and it'd be good for her.

EDIT: SV didn't post this for like an hour. So I had to edit it to make it fit better with the current discussion. Fortunately, little had to be changed.

The Tokyo discussion will probably be more along the lines of "Drop the issue or press the issue?" and should be fairly short.

[X] Homura can be a little paranoid, but in this case she's also right. It's our first time going there since the war, and we don't know what to expect. It's only been a week since the fighting stopped in Sendai and Ishinomaki. We need to let peace settle in a bit before it'll safe to take noncombatants there. Maybe in a month when things are a little more stable.
-[x] We were hoping that Homura and Madoka could hold down the fort while we were away.
[x] Tell Sayaka that it seems like we won't be going to Tokyo today after all, because of the political situation there. The council that runs the place can't decide whether to accept our help. Take suggestions from the team about how to approach things on that front.

[x] When the opportunity arises, take Madoka aside and thank her for last night. It meant a lot to us, and helped mend fences with Sayaka.
-[x] If it seems like Madoka would be amenable to a hug, offer one.

-[x] We can't go into details because we respect her privacy, but we know that Homura has had a really difficult time, suffered a lot of pain and loss, and tends to keep people at a distance. Despite that, she seems to be opening up to Madoka a bit. If Madoka could spend some more time with her, give her a link to humanity, we think it could do her a lot of good.

Right, my bad. I thought that we had that as another one of those "we'll be dropping by next week" things.

Asking Madoka to stick with Homura for hold-the-fort duty is an excellent idea.

Need a segue for Tokyo.

The "hold the fort" line now conflicts slightly with the "spend more time with Homura" line. I'm tweaking that to be more open-ended, partially because it should be more open-ended, partially to call to the "madoka's a good friend" line, and partially to give Sabrina more room to act on her own initiative to tailor it to the situation.

[x] On cleansing and instability, Tokyo. Give everyone a brief summary and ask how they think we should handle it - wait for a response, call them and try to short-circuit the process, Attempt Politics, etc.
-[x] If you find a chance, pull Homura aside to quietly explain that we're trying to keep Madoka safe - we agree that her coming would be too risky - while making sure she doesn't feel useless or left out, and getting her involved in planning is a good way to do that.

We should call her up after breakfast and a change of clothes at the earliest, I think. I don't think waking her up at 9am on a Sunday is the way to make a good impression. We might even want to wait to hear if Bennouna has any news on the situation there first.

[X] Maybe once peace has settled. Invite Doka (and everyone) to meet with Bennouna if she wants.
[X] Thank Doka for everything, with hugs.
[X] Discuss the rest of the day briefly with everyone.
[X] Go home with Mami to prepare for the day. Make lunch for her.
-[Q] Actually, make Maidgriefbrina and make lunch with it.

So, I just realized something.

Can't we use grief manipulation to gain an extra few sets of hands, so that we can cook food without needing to stop giving hugs/cuddles?

Um, weren't we also going to do enchantment stuff, in time stop if necessary to fit the schedule? We're not going to Tokyo today so there's nothing particularly dangerous going on, but coming up with a reactive shield necklace, a danger sense earring, and a truth sense earring should be fairly quick, and if Mami can duplicate them would be a good set to give everyone here, especially Madoka.

Would there be an issue with enchanting practice leaving Madoka out? If Homura's not interested in practicing her enchantment, give them a video game console and they can hang out with us and occasionally provide suggestions or laugh at us when our rocks explode?

If by "fairly quick" you mean "take several hours", then sure.
I would like to fit in an hour or two of enchantment practice with Sayaka, if we can manage it. Dunno what her schedules like, though. Presumably she has schoolwork of her own.
We do have access to Infinite Time right now, at least until the group breaks up for the other stuff we have to do today. If we find things taking too long, well...
