A character from Oriko Magica: Extra Story (and Sadness Prayer, releasing in the US this November!) Her wish was for anyone better than her to follow her every command. She has magic that let's her control witches and people.

In Extra Story she made Oriko think she was a friend.

People are scared of Sasa because mindguca are a hard counter to Sabrina's powers.
 
Imagine someone with Madoka's exact inferiority complex and self-depreciating nature, but instead of becoming a saint that wants to help everyone at her own expense, she spitefully wants to tear everyone down so she has power over them, and kill them if she can't do that.
does she wear her hair in pigtails though?
 
I'm rather hoping she's just a normal girl this loop, just so we can skip the potential headache and move right on to that other magical girl Homura mentioned.

If she did contract... I'm going to repeat my previous note about how we shouldn't hold what she did in a previous timeline against her. Due caution is perfectly fine, of course, but it'd be hypocritical to judge her for things she hasn't actually done when we're trying to get Homura to stop doing the same to Oriko and Kirika. Lead by example, etc.

She hates herself, and how those who are better then her remind her of how pathetic she is. Because, the power that her wish granted her? It's to let her make friends, and have people value her.

Sabrina... wants to save everyone. If somebody comes to her, asking her for help or friendship - the odds are, she'd be willing to help them. No tricks, no demands. Just... offer friendship. Invite her to hang out at the mall sometime or something.

You miss the part where she actively tries to kill people she believes are better than her. That kinda makes her a sociopath. What you're asking for is a long shot, and very dangerous.

We obviously need to play up the brain damage so she believes herself superior to us. That way, we get into her good graces.

Then we subtly (SV subtle, but then again, Sasa doesn't seem very smart) manipulate her and chuck her at Walpurgis.

Mhm. I haven't read the source, so that's just all I remember from second-hand. Maybe put on the figurative tinfoil hat first. No knowing how things are this timeline....

In fairness, we have absolutely no background on her, so we might be about to get to her before whatever event made her that far gone.

Also, while I know it doesn't exactly help, the only time she tries to kill someone for that PARTICULAR reason, it's because Madoka is her Abyss. Her perfect shadow, the mere acknowledgment destroying the psyches of stronger, wiser, more moral men since time immemorial.

Oriko and Kirika, it was a territory dispute.
