That's because he thinks morals are a meaningless social construct; he doesn't have any at all!

Still too much of a risk unless we can deal with them one way or another- Oriko's not dangerous because of brute force.
Take Kirika hostage.Look, the only way you're going to be absolutely sure Oriko can't interfere is to kill her. If SV can't bring itself to bite the bullet then you'll have to accept that she can still meddle in things.
Honestly, I'd rather just get rid of them both until after Walpurgis, but just letting her and Kirika sit in the hospital is tantamount to letting them go- a awful idea unless we can make very, very sure she's had a change of heart.Still doesn't guarantee anything and is a horrible thing to do. That would be a jarring shift in Sabrina's character if we tried it (and don't expect me to support that).
If Oriko was desperate enough, she'd act anyway. Weather she would attempt an indirect method to free Kirika or try to force us somehow to turn her over. I'm not convinced keeping her hostage would completely freeze Oriko into inaction. And doesn't guarantee anything? One of Oriko's defining traits is her love for Kirika. That would put a very final end to attempts at manipulation with the question being whether the result is an improvement.
If we make it clear enough that we don't want to break the gem, that we will break the gem if she does anything more like set houses on fire, and that we're going to let Kirika go before Walpurgisnight arrives...Assuming she's not high on grief/trauma, Oriko might play along. It wouldn't be ideal but if we can't trust her/less than perfect Sabrinaplomacy happens and we definitely don't want to murder her...If Oriko was desperate enough, she'd act anyway. Threats are a last resort for if we can't persuade Oriko properly. Punching is well-deserved but useless.Ugh I'm trying to decide what to do after we heal Oriko and prevent Mami from freaking out on one hand we could always punch her in the face repeatedly till Oriko listens to us and on the other hand the threaten Kirika's soul gem could work as well.

Homura might just cold tea her if we try the hospital idea without running it by her first.
If she starts going after the other NPCs, especially ones we care about, yes, we are. I want Oriko and Kirika alive, but if she's going full "kill them all to save the world" and we can't talk her down, we're out of other options.
We know exactly how Kirika'll take Oriko dying and what her wish did to her in the canon timeline. Connect the dots with her going batshit and the results of leaving Kirika alive while killing Oriko will be a pointless mess. If one dies, the other goes too or we get something like Oriko going full school-killer....and what have we seen Kirika do that justifies us killing her in cold blood? We saw Oriko at the fire. Not her. If Kirika was there, Sabrina never noticed her.

...The point is if we did need insurance against Oriko committing murder/setting more houses on fire, that would be it. It's better than going cold tea on them. If we can let them go, great. If not, I'd rather take a third option. That would make the only time to kill Kirika as being somewhat justified is if/when Oriko dies. Kinda defeats the purpose doesn't it? Unless you want to turn Sabrina into a murderer.
...and god this is a stupid argument.
tl;dr kidnapping with threats to murder is not an acceptable option. try again.
