The problem here, the known danger is not the clear seeds but the normal grief seeds which carry the risk of hatching into witches. People are already playing fast and loose with nuclear waste. We're just attempting to lessen that risk. Obviously we need to include a strong warning when we pass out any clear seeds, but it should be relatively safe because most people are not idiots. And we can make it even safer by telling people to contact us immediately if they see a problem (which would allow us to timestop to their location immediately to do damage control). Kirika doubtless already taught her how to do it. It only took a sentence or two to teach Kirika after all. As I recall we said something like 'use your magic, it should be instinctual' and then she could do it. The stuff is made of grief, and it did have a history of corroding things when in gaseous form, so I just wanted to be extra careful with it. But the bag is strong evidence that it should be fine to give grief constructs to other people as long as we can guarantee that they will stay within range. We're not assuming, we're asking. If it turns out that she just doesn't feel like going to the store (or if she wants Kirika to make a friend independent of her presence or whatever), then that's fine.
