We really, really need that government upgrade to get our forests expanding again. It's entirely possible for our province actions and passives to screw us over by taking actions that consume forest slots and put us over the limit.
 
Cashflow is more important than net stat for now.

We value increased income now more than trying to recoup lost stat.
Net stats are directly Wealth due to overflowing everything so long as we don't spend too much.
We get a lot of income from the markets.

Not really sure what this is doing
It's paired with Change Policy - Megaproject Support. Balanced is a loose cannon that might help us or it might not, the only guarantee is that it gets a main Expand Econ. Megaproject Support let's us know almost exactly what the provinces will be doing, letting us safely do things like overflow into Wealth with a near-guarantee of what the provinces will spend their actions on.

With Balanced, the provinces might spend stats on things we don't need and prevent needed overflow since we're tight on both tech and wealth. With Balanced the provinces might use up a bunch of our remaining forests. Balanced is dangerous when we're in such an unstable situation.
I'm actually surprised we didn't get a Legacy when we hit 100+ Prestige.

When we get our faction government up, we are going to be so, so screwed stat-wise.

Right now, basically the only actions that produce stats are Yeomen actions*. None of the other factions have meaningfully stat-positive actions. Most have some neutral actions**, but that merely means that factions have the option to not hurt our stat situation; they don't have the option to help it. And if any factions decide they want some expensive stuff, they can easily spend double-digit stats with a SINGLE action***, even without counting their ability to build Extended Projects.

Right now, our economy actually depends quite a bit on overflow - overflow to tech is our main way of refilling said stat, and overflow to Martial is by far the most economical way to gain martial. With faction actions online, the prospect of maintaining said overflow is looking increasingly shaky.



*Expand Economy for Econ and Black Soil / New Settlement for LTE
**Build Docks for Guilds, Build Theatre for Urban, Plant Cash Crops for Priests, and lots of things for Traders
***Guild and Traders can spend a net 13 stats on More Warships. Priests can spend a net 11 on supporting sacred orders, after Library discounts. Urban Poor can develop Intrigue for 9. Yeomen are the only ones that don't have access to "screw-you" levels of spending.

I'm pretty sure Ashryn was a hero of some kind. His problem was rigid thinking and obsession not stupidity.
 
It is supposed to be an upgrade, not something that will literally screw us.
Actually, he has a point. It might give us massive benefits in areas we're already doing OK in and hit us hard in areas we're struggling with. It's hard to know without having a lot more specifics than we've been given thus far.

Honestly one of the biggest benefits might be reducing our guild actions from 5 to 3, because we don't have any guild actions we actually want right now. That and getting ~3x more passive policies. (Half assigned to factions though)
