Right now we have 4 excess forests, 3 if you count Valleyguard's upcoming baths as well.

More than that though, we need to get 6 progress on a market and 6 progress on a temple in the next 2 turns. And 3 progress to finish Redshore's baths. That's 15 progress needed. Those two swaps add 8 free progress, which isn't quite enough but is enough to make it reasonable to finish both the Priest and the Urban Poor quests.

I say start with the Dam, and work on the Annexes for right now.

Our biggest bottleneck is Influence Subordinate if we want to do it, as that sucks a lot of wealth.

If we get rid of that we kinda need to do a main build docks and hope for innovation rolls to ease connection with our colonies. Good news is that only costs 1 wealth, leaving us with 3 which would be enough for for roads, if we do do that.

Our bigger problem is Econ costs.

We really, really don't need extra LTE right now. We are drowning in LTE, to the point where we can't even get our capital back up. Can we focus on that, instead?
Thing is, with 3x Plant actions and the rural plague still in effect, we drop our LTE like a rock this turn. Our current max refund is 2. My updated plan drops us:
Roads: -1 LTE extra
Poppies: -3 LTE native, -1 LTE extra
Poppies x2: -3 LTE native, -1 LTE extra
Cotton: -2 LTE native, -1 LTE extra
For -12 LTE. We're currently at 39 LTE, so -12 would put us at 27, which is just barely enough to fill our cap.

Adding in a settlement for +4 is entirely reasonable. Note too my [Secondary] Expand Econ which makes sure our EE drops down as our actual econ value rises.
