Horse manure used to be a huge problem for cities. Then they got replaced by cars, which came with its own host of problems. Now we have solutions to the car problem....Except autonomous vehicles will eliminate driving jobs, and electric cars...well, I am not sure what would be the major downside if any at all.

Electric cars mean heavier load on the powergrid, which may increase infrastructure spending and increase energy price; depending on the fuel source for powerplants.

All very much unrealized and undecided of course.

By the way, not too keen on letting people who have learned our expertises to leave. Much prefer them to settle and bring their families over.

Probably something like Florence's Lorenzo 'de Medici. A patron and supporter of arts and artistic pursuits. Cultural heroes would probably be mercantile-driven, seeing as trade and business are a good way to spread culture to foreign lands.

Would Louis XIV count as a cultural hero? I mean, he did completely transform French courtly fashions and during his reign, France became the cultural center of the Western world, but he was also very militaristic and expansionistic and fought tooth and nail to increase the French border. Plus there's the fact that he ushered in the Era of Absolutism for France.

Also, Artisan Games probably will give some top-quality rewards. Primitive World's Fair/National Expo? I'm thinking something like a free Support Artisans a turn, a culture (and tech?) income and possibly stat cap raising, and/or free innovations every turn, plus a "also can have more effects". Any thoughts?

Ah, you're probably right. Still, I imagine something like this would eventually evolve into an international competition given our current stance on foreign immigration and culture.
International Artisan Games will be a megaproject like the last International Games was.

Personally, I will not support establishing an International Artisan Games for a really, really long time. We have tended to be quite a bit ahead of our neighbors in all technology except pottery and melee armaments.

artisanal skill =/= management skills, philosophical thought, general knowledge
artisans =/= patricians

but maybe indirectly
a tech influx is fairly possible, for one

Not "really". I put that in quotes since I am not totally sure.

But Umi basically hit it on the head. To add to that I think if it does effect it it will do so by basically having young Patricians learning through osmosis by attending with their parents. If it gives a Tech refund or something, that will cover the Tech cost of Philosopher Kings.
