...We currently have no safe way to reduce religious authority, and it seems like there are a lot of options being pushed to increase it. Probably would be a good idea to increase tolerance for religious authority before things get dangerous.

So you want to either not support the slaves or force the people we can't get to to war with people we're giving food to rather than having an even playing field?

Drought - I want to support everyone, but 19 econ damage is a too much. (9+6+4)
Trelli - That's a really important strategic location. We can win this with them taking the damage from the drought.
GA1 - Taking 11 econ loss from my [Drought] pick so I only have 7 econ to work with. The 2x forestry policy will easily be enough to keep our forests growing fast
GA2 - We refund 2 Mysticism and we need the tolerance to complete the quest
