I think the thread turned it down because of a combination of trying to keep a meritocracy (were were an Elected Kingdom at the time) and not wanting to be part of the Lowlands Clusterfuck.

Ehhh. It is possible that we could have econ-vamped them to death, yes. But there hardly was a certainty of it. When that action was presented to us with the Hath, the thread jumped on it because well, it was a certain absorption. It wasn't certain with the HK.

This is somewhat tangential, but it implies to me that we can absorb external polities via diplomancy:
Diplomacy is a collection of trade ties, general trustworthiness, and the production of luxuries (which also feeds into Art). It can be earned by doing things that make people like you, and gets consumed in diplomatic outreach and things like annexing other groups (represented by external ties becoming internal ones, so they aren't as useful for making contact with others).

For example, if I remember correctly, if we had chosen to transform Greenvalley into colony earlier and made more diplomancy towards Metalworkers, we could have annexed them - it came up in discussion of nomads acquiring iron from them.

Depends on the circumstances. You sort of did that here, in that taking in the villages would encourage more refugees to come to you both as a sign of your power and because it would destabilize the Hathatyn further as you offered an alternative to their current leadership.

Everyone knew that he would do a good job and could win fairly easily, what with knowing where all the bodies were buried - figuratively and literally - but he had enough hassles implementing policy rather than coming up with it. Of course, if duty weren't everything to him he would have found a way to embezzle large amounts of money and retire to one of the finer brothels in Redshore or Blackmouth long ago. Some of the older families also wouldn't like him being king, seeing him as having risen from an unimportant house far too quickly, but he knew the right people to talk to to get Reshemhetari to send up one of his older daughters to secure his legitimacy on that front.

Upgrading Cosmopolitan Acceptance seems like a good idea, and while I'm not sure of the mechanical impact of these riots- Redshore as a free city was always supposed to be the plan.

@Academia Nut, considering I imagine it would be a matter of somewhat open policy for his election, would Herthyn be prosecuting the war against the Highland Kingdoms?

Before everyone jumps on the bandwagon, remember that Cosmopolitan Acceptance got changed. It now inflicts temp Econ damage every time we take refugees. The last CA tree upgrade forced us to take more refugees. If that trend continues, it could very well be dangerous.
