After the swords were updated into plowshares, it became profitable to raise the army to convert the army. We introduce universal military service for 2 years. :)
Fun thought, but probably not.

Right now, our most efficient option would be something like
{S} Retraining
followed by
{M} Raise Army
{S} Retraining
on the next turn.

In total, that gets us:
-5 Wealth, +1 Martial, +1 Econ, +6 Culture, +4 Tech
So +7 stats for 2M worth of actions. Not a great bargain. :(

First chance in a long to time get things done because nothing is on fire.
*Everyone goes for mega project.*
Considering this is the megaproject we've been wanting for a looooooong time, did you really expect anything different? Especially when the narrative effects are pretty much guaranteed to be awesome?

Honestly, you should be more exasperated with the Double Megaproject people. At least the bandwagon deals with some of our issues, like roads and stability.

Ummm.... The double megaproject is literally the same as the bandwagon just exchanging poppies for Grand Docks. It gets us stability and roads.

EDIT: The double megaproject plan literally sacrifices nothing except for some extra wealth we don't need to get over the bar and the extra trade good. The grand docks is likely far better than a single extra trade good.

More importantly, Internatioal Games are clearly a T2 Wonder that prevents anyone else from building games.

We need that sucker on our side.

Which sacrifices the +1 stability.

And it's more the idea of choosing 2 megaprojects at once that I imagine would be painful to someone who doesn't want to do even the one.

That plan still gets us to 11 wealth and thus the +1 Stability via econ->wealth overflow. It's riding on the knife's edge since any random -1 econ or -1 wealth would break it, but it does actually get the bonus.

Doing Enforce Justice would bring us to 3 stability and give us an extra +1 wealth, but trails are totally good to have anyway so I'm not gonna complain.

We don't even know what our cap is, I don't consider raising it to be that important (yet).

Also, we have 2/3 refund on Mysticism and ??? refund on Culture. Econ and Wealth are quickly overflowing. We need to stay at Stability 3 for a full turn whereas we only need to touch 2x max stats.

What, i am voting for war. I just don't think anyone who isn't voting defence should thank that we're going to war next turn.

and if we are not going to war next turn why are you all risking a drug problem when there's a chance you can get the wealth stability anyway.

Vassalization, then steady integration over a period of many centuries. We will need to influence them a bunch, and probably put down a few rebellions, but I believe it to be worth it overall to firmly remove their threat to the Txolla and to ourselves.

We have neither influenced the Txolla nor the Hawks, what gives you the confidence we will manage to invest multiple such actions into the HK?
If you are already planning on putting down multiple rebellions we could also just deal with an independent HK a while longer until we can peacefully omnomnom them during a collapse, so they will want to be a part of us.

Have we figured out beekeeping yet?

AN said currently only Individuals occasionally steal honey from naturally occuring hives. Figuring out how to do proper beekeeping so honey turns into a trade good would probably require a Study Forest action, meaning we will have to absorb the knowledge through refugees.

I don't get the policy change.
Ok... Why do we want to stay on Offensive policy when we aren't fighting anyone?

Edit: More importantly, why wouldn't we make the best use out of our policies? It costs a secondary action to change over in exchange for getting an extra three main actions worth of work done. If it were, say balanced or something then it might make sense not to switch, but...
