Yes, going out more might inspire improved designs.

Right now they will preferentially build more troops, but will launch attacks if they have nothing better to do with Policy set to Offence.

You will usually be able to help as a mid-turn action, although a really hard hit might overrun them before you have a chance to respond. Possible but unlikely at this point in time.

Oh, I agree with you that the People's current boats are nothing like the Vikings. Still, the People have shown a tendency to develop things far before their time. They skipped over the Bronze Age entirely.

We literally can't stop our provinces from going on a war mission no matter what unless we change policy.

Oh well, voting's pretty much locked in aside from wasting an action transferring to the march and correspondingly harming our own martial buildup (we lose econ to it which means more war missions sent to the nomads) vs. doing a Proclaim Glory and fixing our legitimacy.

We are at 4 econ. 1 is basically locked in at Expand Forests.
That leaves 2 econ available to the provinces. They'll be able to Build Chariots and give us +4 Martial, getting us back up to a safe level (and then immediately spend it on the War Missions), probably adding in a [Secondary] Blackbirds/Carrion Eaters

If we Support Subordinate, they'll have 1 econ available and be unable to rebuild our chariots with more than a [Secondary], meaning we'll have far less martial and thus be unable to effectively support the March.

In other words: efficiency matters. Don't vote with feels, vote with reals and support the March more effectively by fixing our own martial score with Chariots instead of the inefficient alternatives the provinces will be forced to use otherwise.
 
The nice thing about pissing off the nomads is that they have teribile cultural memory. Even if we did exterminatus on them they would forget about it (save campfire tales) in a generation, so it should take them just as long to forget any slights to their "honor." If they do not show up this turn or the one after that looking for vengence then they are not going to and its business as usual on the steps.

That's a no-go. We're guaranteed to launch a war mission at them right now.

We've got 5 province actions to spend, and only 2 econ/1 mysticism available for them. All our offensive +Martial actions cost 1 stat per action, so we'll be sending a [Main] War Mission to them. The only way to prevent this is to change policy immediately, and good luck getting that vote through.

Plus we want to send a war mission anyway so that our March doesn't die if the Nomads happened to have just been building up their strength.
