The new settlement sounds like it would both give us the same engineering experience as the walls (settlements are made of walls, after all) and give us more potential workers along the canal.
Giant defensive walls are different from the walls that make up houses...

We have Martial 5 right now and Primitive Chariots. Our Military is actually pretty good. So now we need to bump our economy again for future build up.

I voted to build a wall as the primary action.
Aside from that the Western Federation are our kinda allies, as are the smaller tribes by the Steppes. They are all in our 'sphere of influence'.
Added to that our military is our highest stat at the moment.

I've gone for this vote as the update mentioned sea raiders, so I feel narratively we're going to get an interrupt at some point in the near future. Building a wall as a main action should allow it to be grander and taller which is helpful considering the scale of the projects people wish to do, while still involving the water due to being near the coast so we can still learn things.

For the secondry actions I'm hoping for a synergy between them, so I've gone with both a trade mission and new trails which complement each other wonderfully. This should help cement and further develop the influence we already have in the region from those tribes we defended from attack, and it should mean that we discover what happened to the current High Chiefess uncle.
New Trails - The settlements in the valley and the coast are well tied together, but there are new contacts to the north who could be better tied together
This is the description of it by the way, so I feel we should try and exploit it.

Yeah, to support this: with our population, one turn of even partial military build-up (wagons+expand warriors+expand temple it seems) bumped us from Mil 3 to Mil 5. With good enough economic backbone, we can always support good military.
 
But yeah we are more likely to be threatened from the sea. The Freemen are not really our enemies so much as trade partners that we don't particularly like or dislike, the Death Priests are assholes but they have softer targets to hit, the Spirit Talkers are too far away and the Northern Nomads's method of fighting doesn't do well in our territory.
