That would lead to people like Celeran being chosen if it is by popular choice. It might be better if, in the case the lords and ladies of Vegeta and Goku marry, their first two children were named Scion instead of just the eldest.
It's not eldest, the Seers do actually check if they're suitable. The process is:
1) Scion produces baby.
2) Seer checks baby after birth.
3) If baby is unsuitable, repeat from step 1.
4) If baby is suitable, Scion becomes Lord/Lady, baby becomes new Scion.
Just extend that to other people.

They do check but that is mostly a formality to see if there is nothing too bad (like a disease that would stop them from fighting). The whole thing with our Scionship in which they saw something significant is the exception rather than the rule.

The criteria by which the Seers judge Scions is a mystery reserved only for sitting Ladies and Lords, but it certainly is not simply a physical suitability check.

We have only Dandeer's word for that, and we know Dandeer was misleading Berra about something during that conversation.
Aside from the possibility of Dandeer telling lies, which would certainly explain Jaffur's ferocious resistance the next day (since he'd know a lot more about what happened)...
Even if Jaffur remembers only fragments, or if he saw or heard something other than the part Dandeer erased, we need to know.
