My thoughts:

[M] Assault a Rival: Judge Doom: Sabotage Cloverleaf projects - Khan
The beginning of our real campaign against Doom. Check the tags folks "Doomtown Delende Est." My plan here is to undermine Cloverleaf's infrastructure contracts with the government. If they bite the bullet on a major project, both public and government faith is lost in the company. That'll hurt Doom and hopefully cause the Buy out Cloverleaf DC to fall. This action is clandestine by default.

[D] Second Diplomacy Action - Goofy

[St] Excavate Chicken Itza - Janna
Getting our hands on more income and more magical artifacts seems like a no-brainer, especially since Janna doesn't have any occult actions to comfortably undertake this turn.

[St] Express Delivery - Mirage
This should bump down the DC for moving the castle again. Having Malifishmirtz on the premises would be a boon if we can manage it before the auction.

[In] Investigate Crime in LA - Russ
Russ activates both of his intrigue traits, Tooned In and Secret Keeper with this action. Not only that, it should allow us to utilize forces within Doomtown while giving ourselves some plausible deniability. If nothing else, it'll also give us a heads up when something big is about to go down in Doomtown. This is the action to take if we're serious about moving against Doom.

[In] Investigate the Cape Scene
Many of the other DCs are massive and I don't feel comfortable in our ability to hit them. Looking into the cape scene should also be useful with our new Deavor connection and the change in management at Kronos.

[L] Research Dino Domestication - Jumba
This will proc his Science Sated trait, Jumba gets a +30, and it's the next step in getting Khan a velociraptor steed. What's not to love?

[L] Flubber Antigrav - Von Drake
As Nystical pointed out, this is the only flubber action that doesn't affect public opinion. It's also next step on the plan to bring down Doom, which I've attached at the bottom.

[O] ???? - Honestly neither of the currently available actions are within Janna's ability and I don't want to risk a crit fail on something like alchemy

[LOVEMUFFIN] Buy out Lee Industries
Also tying into our plan to bring down Doom - Lee Industries is an expert not only at designing vehicles, but at marketing them. Having them on staff along with Janus Lee would be a home run.

Plan: Double Decker Doom
Pitch: Make typical highway infrastructure a thing of the past, thus depriving Cloverleaf of its resources and priming it for a buyout.
Tasks: Note that not all of these need to be completed and the plan consists only of visible actions for the time being.
-Assault a Rival: Judge Doom. Sabotage Cloverleaf industries, thus ruining both public and government trust in the organization. The public will clamor for an alternative once (dwindling) government funds are wasted on slow and shoddy workmanship.
-Open Diplomatic Channels with the US Government. Building a working relationship with the government would go a long way in awarding government contracts to us instead of Cloverleaf
-Start a Greevil Energy Conservation Campaign. Raising public awareness about greenhouse gases could drive support for an alternative.
-Buy out a rival corporation: Lee Industries. We impressed Janus Lee at the gala and his company is well-suited to this undertaking. They make all sorts of fantastical vehicles and should be able to handle the more grounded aspects of this undertaking.
-Develop Flying Mass Transit. This will allow us to subvert Doom's stranglehold on US transportation by providing cheap mass transport. It also ties into our Greevil Image
-Research Flubber Antigravity is needed to produce flying mass transit
End Result: Make flying mass transport affordable, desirable, and accessible across Doofania and across the nation. Knock off Cloverleaf from there.

Edit: I should note that not all of those actions need be undertaken to bring down Doom.

I don't like the idea of attacking Doom right now. It seems rather dangerous. I would rather investigate Doomtown more so we don't go in blind. I'm also not entirely certain on how much Khan would be able to do, he doesn't know much about industry after all.

@Made in Heaven could you explain what exactly Council positions do? Do we need to interact with them or anything?

I don't like the idea of attacking Doom right now. It seems rather dangerous. I would rather investigate Doomtown more so we don't go in blind. I'm also not entirely certain on how much Khan would be able to do, he doesn't know much about industry after all.
The specifics of council positions will be revealed once the entire Council is unlocked.

Alright, so far we have the Head of Security (Martial), the Spymaster (Intrigue), and the Head Researcher (Learning). We probably have the Chief Financial Officer (Stewardship), but the turn did not directly mention it. The last known position would be the Diplomat (Diplomacy). That is tied to Update the City Council. There might be an Occult Council position once we get sufficient progress in that area.

Doof by himself is useless because he'll immediately out himself as completely ignorant of magic stuff to Xanatos. But if we bring Janna, even if Xanatos figures out that Doof personally has no idea what he's doing when it comes to occult he's smart enough to recognize his own limitations and get help from an advisor.

I don't think that's till October. It will pop up as a quest when its available.
 
I choose to believe that despite being notably stronger and more physically fit, now, Doctor Heinz Doofenschmirtz still looks inexplicably like a noodle-armed pencil neck with an iron deficiency.
 
Interlude: Scrap Yard Showdown
"FEH HEH HEH HEH HEH! BEEEWAAAAAARE, DOOFENSHMIRTZ, FOR THE INQUINATOR WILL SOON EMERGE AT THE TOP OF THE HEAP!"

The screechy taunt, along with several others, echoed throughout the city over tinny, disused speakers embedded in the flaming colossus. Inquinator turned down a side street, making several dramatic gestures with his hands that were mirrored by the amalgamation of garbage.

"THAT'S RIGHT! I'M MAKING A FLASH DUMP!" the horrid vulture crowed as a massive pile of flaming garbage was disgorged into the middle of the street, bringing traffic to a screeching halt.

Two blocks down, Norm emerged from the DEI Service Entrance and began his slow but steady march towards his foe. He was incredibly pleased that Father had selected him for such a task! With all of the ACME products shoved inside him, there was no doubt that he would be able to take the mangy vulture down.

"Pardon me, sir! You are in violation of ordinance number two-two-six-one-six-nine-seven! 'No citizens may construct golems without the proper religious permits!'"

Inquinator turned his head and stared in disbelief at the giant robot man approaching him. Out of all the taunts he could've gone with, that was the one he chose?! Come on! He was trying to give him something to work off of here! There were so many obvious puns to be had!

"GET OUT! YOU TRIED TO DEFEAT ME LAST YEAR, GIANT ROBOT MAN, AND NOW I KNOW ALL YOUR WEAKNESSES!"

"I urge you to vacate the premises! My GARBAGE DISPOSAL function will make short work of your creation!"

Inquinator winced. That was… slightly better, he supposed. At least he was on theme that time.

"Apologies! Father has not seen fit to upgrade my banter module!"

"Well then, that makes you last year's model. Lucky for you, I have a way with trash!"

The Inquinator gestured downwards, and his codswallop colossus smashed a fist towards Norm. Norm countered with an enormous buzz saw, which cleaved straight through a broken dishwasher holding together a trio of overflowing trashcans. Norm aimed a set of rockets into his foe's foul bulk, sending dirt and rust flying.

"How dare you damage my junk!" the vulture squawked.

"That 'junk' is the official property of Doofenshmirtz Evil Incorporated! It is to be reclaimed and used in our recycling programs!"
"You want it?!?!" The Inquinator sneered. "Have it!"

The trash colossus heaved, spewing forth an avalanche of rotten banana peels, rusty metal, and soiled plastics, everything that could be set aflame with noxious fumes. The vulture cackled in glee as the rain of rubbish pelted Norm.

The trash pile shuddered as Norm burst forth, studded knuckles smashing through the horrid waste. "Thanks to my brand new ACME Waste Removal subroutines, I'm able to avoid all your trash like it's nothing! Probably because it is!"

"Hrm, your chassis is more robust than anticipated. Then I shall have to show you the ecological devastation of… ACID RAIN!!!"

One of the trash mech's fingers opened to reveal a corroded pipe, which began to spew foul liquid. As it pattered over Norm, his paint job began to wear away.

"Ha ha! Yes! Your needlessly pristine form, returned to its natural state… of imperfection!"

Norm thought for a moment. Then, his chest popped open to reveal a single, white-gloved finger, which plugged the rain at the source.

"Eh?"

"Sorry Mr. Bird. The forecast has changed."

Screeching, the Inquinator began to fling mountain after mountain of trash at the offending robot.
Norm barreled forwards, beginning the ponderous process of climbing up the giant's limbs.

"You know, we should thank you. You managed to take a lot of otherwise wasteful trash and turned it into something useful!"

"What are you…?"

Norm leapt up onto one of the robot's arms. "It's always good to see citizens recycling!"

"AAAAAAAAAAARGH!" the vulture screamed, slamming into Norm again and again with the trash titan's other arm. Yet Norm remained resolute as unending horrible waste spewed forth around him. With a final heave, he lifted himself up to eye level with the birdbrain's cockpit.

"No! You cannot win against waste! It is eternal! It is entropy itself!"

"You are mistaken! As soon as I have disabled you with my ACME-brand close quarters chainsaw, your ragtag reign will be over!"
Norm pulled out an ACME-brand fast-acting bomb.

Inquinator blinked.

Norm looked down.

"Uh oh. :D"

The mobile trash heap disintegrated in the resulting blast. The explosion was heard for several blocks.

As Norm struggled upwards, fighting against the rain of trash around him, he looked over. His chassis was ruptured, his ferret was unconscious, and one of his arms seemed to be taking a vacation in the next county over. But lying next to him, insensate, was the Inquinator.

"It's ok." Norm said with empty cheer as his optics began to fail. "Father will be proud of meeeeeeeeeeeeeeeeeeee...

Inquinator and Norm were both taken down in combat! Inquinator has been captured due to being knocked unconscious, while Norm has sustained rather serious amounts of damage. While it's nothing life-threatening (if you can call his proto-AI a form of life) he'll be out of commission for the next two turns.

Inquinator has been captured and locked away in your Doofanian jail! A vote on what to do with him will be included in the AI vote so as to not waste time.

"Fear not citizens. This unpulchritudinous poultry will put you in peril no-"

Hego looked out over the empty trashscape.

It wouldn't be hard, he was skinny and out of shape, now he can just be skinny and slightly more in shape.
