Yeah, I was thinking about this, and it might be the first handwriting sample from Apeiron. It's definitely the first handwriting sample for the other members of Celestial Forge. I'm not sure a price can be put on the notepad, it probably belongs in a museum. If a price was put on it, I would bet something in the 8-10 figure range. The family that owns Summer's Rock is set for life.

My understanding is that it was impossible to roll that perk before this one was rolled.

Typically Capstone Perks enhance perks from the same jumpdoc. This one mostly seems to enhance perks from other documents.

Companions are not really in the Forge v1, he only got Tybalt, Garment, the skulls, and the Avid glove because they ALL count as items.

To some extent that ship has sailed... also the very existence of the Empire is just viscerally offensive.

The reference has been updated to match the latest stats. Also I trimmed the perk text for the duplicate Unnatural skills and Minor blessings. It was becoming unmanageable.
Rolls Analysis:
Size (400): With 400 points Joe would have had a 1/3 chance to roll Kerbals. As is nothing was available.
Time (500): Time is 600CP or bust
Knowledge (600-400): As usual the largest constellation. 16/18 clusters were available. Joe could have finished off Star Trek Skills, or gotten Arch-magos level training from Warhammer 40k. Or many many others. As is Joe unlocks Cyborg Hindu God Body in the capstone constellation and gains access to Mantra technology.
Magic (300): A 1/4 chance at synchronicity event... this happens a lot.
Quality (400-300): Rolling Percy Jackson again had a 1/6 chance. There was also a 1/6 chance of Synchronicity Event (Yes it's in three whole constellations)
Time (200): Same as the first appearance of Time in this chapter but even further away from being rolled.

Note: Lord appears to have massaged the rolls a little. I believe Uppercrust's interlude was counted from a points perspective to result in this number of rolls.

Uppercrust POV is great as always, and shows hows someone who have survived in the cape scene for, what, about 20-30 years by now? Same with Blasto and DoD.

Is kinda funny that Kaiser called Fleet a newbie, when technically Fleet have been a 'cape' for a whole lot longer that everyone in that room with all the time dilation between cyber space and meat space.

And the bartender should be proud, maybe he could get a plaque that says "The Celestial Forge's Matrix said our Gin Fizz is adequate" :D
 
You could definitely see the realization Othala had when she heard Lethe. Anyone with a background in Greek Mythology would easily recognize the memory connection, and that kind of powerful memory erasure is not something you want in someone with a power suit.
Impressions of everyone else of the Celestial Forge due to these events...

Lethe -- Apeiron's hatchet(wo)man and wetworks specialist.

Fleet -- The Heavy. Although Tybalt really fulfills this role for the most part, his chill attitude during the earlier altercation definitely makes him seem like...

Kataklyzein -- The Lancer. He is considered the "grounded" member of Apeiron's team, so hilariously might be viewed as the 'reasonable one' of the Forge. Albeit this image might morph into being "the reasonable one, until shit
hits the fan / S-Class scenarios", and then he becomes the axe crazy battle maniac who encourages people who've already been through hell to jump back into the fight.

Survey -- The Smart One. She's the exposition expert of the crew.

Matrix -- Looks like he might be considered elitist due to his attitude and seemingly high standards, if people guess at his reasons for ordering the super complicated drink compared to everyone else.

Tetra -- Apparently her powers go CRAZY when she drinks blood. And she was seen attached / embedded within Joe days ago. So... implications.

Apeiron -- The Final Boss of... well, thanks to Sechen Ranges, practically every character.

Seconds after calling someone out about using powers on everyone being a breach of truce, his new introduction graphic might appear to to do exactly the same.
Just the sort of thing that Uppercrust would jump on to get some leverage over Apeiron. Kaiser would also get in on the act just to try and save some face.
I just feel how the title of the Faction of Joe was formed in Flames in front of him when he made the declaration of his faction.
I worry about that too. However, hopefully it doesn't count simply introducing yourself and your faction as dramatic. It's dramatic from a meta perspective since we've been waiting for the name drop.

I guess the question is, just what counts as "prayer"? Is it saying some words to the nothing while thinking of Apeiron? Is it just giving him the good vibes and bealiving he can do something? Is it the very vague "faith/prayer=knowing he exist"? Being in awe of what he does? All or non of the above?

I was very careful to not react on the level I dearly wanted to and instead responded with a simple transmitted 'WHAT!!!?!?!'

'Okay, so the skulls were totally onboard for the idea of machinery powered by prayer.' The first duplicate responded. 'It's practically built into already, so they were nearly falling over themselves to help us set things up. Those songs are basically prayers anyway, so we just needed to set up some Mantra transmitters and capacitors and it's like we have our own church, all set up and ready.'
Hmm... Either there are fewer than 100 skulls, skulls aren't worth as much as humans or they're dividing the Mantra among several Level 1 techs rather than one or two Level 2s.

It's specifically ritualized prayer. So, to draw inspiration from Divine Administration, thank you notes count, as would things like drawing specific symbols or perhaps even the activation settings of any tech he decides to distribute. Make the loading icon a prayer wheel and profit off people watching the pot boil.

He has Unnatural Skill Music plus that singing perk from Macross. He could literally start a band and have people sing along about how great he is/his actions by setting his career to a rock opera and rake in the faith! It would be like Sabaton or Blind Guardians doing Nightfall in Middle Earth.

I hope Apeiron learns from this and actually makes some mind protection technologies, specially since someone as beautiful as Survey would attract the attention of many Masters like Heartbreaker and his children.

1) Survey, Fleet and Matrix are Manton favorable (like Weld - that's why Apeiron asked for a bit of him as payment for his healing), meaning she's would count as not human for Heartbreaker ability. She also have a non standard neural pattern making the shards very confused as to how to even influence them in the first place (as seen in this chapter), she have the XCOM 2 passive psi skills "Solace", and any additional immunity Apeiron would have added (like, dunno, Mind shields for example).

Survey is so immune to Heartbreaker power it's not even funny.

2) Heartbreaker is not stupid. Apeiron is a major cape, and taking his teammate would end with a swift retribution.

If he was around at this time, Saint would be freaking out a little. I mean why them in general and Survey in particular. Not wearing armor, looks normal, but apperently has better defenses then Apeiron. There is only one answer for this man.

There's a lot of reason why Survey could be immune to Victor. She could have a power, she could be a remotly piloted suit, she could be a projection...

Except he absolutely has a point here. Brockton Bay is an absolute shithole, which means that it attracts villains like shit does flies. A power vacuum would give outsiders the chance to simply replace the former guys in charge. Matters are already in flux with the destruction of the ABB, removing the E88 would worsen the situation even further and it wouldn't be the Workshop Crew who would be most affected, but the normal citizens, you know, the people Joe is trying to protect?

And irregardless of that, Joe is already planning to deal with them, he just wants to do it once things have settled a bit and he has an actual plan to make sure that taking out the E88 will go over as quickly and safely as possible instead of just charging in like an idiot. Sure, he'll have to tolerate the Neo-Nazis for now, but an clean, well-planned operation to surgically remove them will have less casulties and property damage overall, while preventing outsiders from setting up shop in the city.

To be more specific, it's not wiping out the E88 that's the issue, but doing it with the current circumstances. The E88 aren't going to be as easy to eliminate as the ABB. The ABB deployed all their forces during the Ungodly Hour who were then mostly captured following that. This was also after a lot of their lieutenants were already arrested and assets seized due to the attack on the stock scheme building. The ABB as a gang are done.

The biggest problem with uprooting the gangs in Worm is that it's more than taking out the parahumans. You got all the normals to deal with too.

It's worse with the E88 cause they're white supremacists and neo-Nazis. It's an ideology. You can't kill an idea (at least without experimenting with irrigo and global stranger effects). There's also the stuff with Medhall which means there's further socioeconomic and political consequences for the city. And it could bring the Gesellschaft in.

Also, remember the context of situation, Joe doesn't want the Elite involved and a gang war to erupt that'll get more innocents involved when the stalemate now is less likely to move to civilian areas.

Look at the info of Bastard Son:
He has a deserved reputation for ruthlessness,[4][5] with his division of the Elite being considered nearly as destructive and violent as the Slaughterhouse Nine.[6] They seemed to have gained this reputation by being the Elite's go to strike team when softening up a new area for their expansion.[7]

And don't forget that this is all temporary. Joe's not gonna let the E88 remain for long. Especially when you consider the time scale he works at. The issue is dealing with the problems until that like Coil and Noelle and just resolving the matter of conscripts, Bakuda and U&L, PRT relations, and the city's recovery.

I was curious if you would take into account Victor's power during this act. Feels like a bit of a copout to just say Apeiron already is immune, but that callout was beautiful, and turning the Empire's entrance on its head could only be described as masterful. Almost as if there are power shenanigans in play :D
