They mean that the spear is made of stygian iron which I'm sure does something to either the soul or life force of anyone who isn't connected to death that it touches.
I had forgotten about the Stygian Iron. Still, Apeiron's outfit covers his whole body at any point before this latest chapter and even now just leaves most of his face uncovered, even then I still don't know if it would get through the Fashion perk armoring his whole body and outfit.

The only example I can think of from Percy Jackson like that is the Curse of Achilles and while Percy had it he never feared Stygian Iron to my knowledge, but I don't know. Whether the spear touching his armored flesh or not works is up to Roust.

It doesn't need to. It bypasses all protections like that; so long as it touches living bare skin, it deals damage directly to the soul, ignoring all durability or protection.

Of course, Apeiron might be able to create a piece of armour from Weld's flesh, such that Fashion would grant him the same advantageous Manton-Limiting effect — so that the Stygian Iron would treat his flesh as being dead armour, and not trigger. But, the Stygian Iron might also determine "dead metal, but still has a soul. NOM!" and kill him anyway.
 
@LordRoustabout Here are the Errors I have Identified with Survey's Perk Designation System while adding it to my reference Excel WorkBook/Google Sheet:

1.) Access Key (Personal Reality) (002-A-02-Null-Beta 'Access Key'), Entrance Hall (Personal Reality) (003-A-03-Null-Gamma 'Entrance Hall'), and Phonograph (Bastion) (117-B-21-Null-Beta 'Phonograph') are not counted among the Perks (I checked) meaning that all Perks between Entrance Hall and Phonograph are 2 numbers behind (including the Toolkit Constellation A suborder) and all Perks after Phonograph are 3 numbers behind (and the Knowledge Constellation B suborder is 1 behind). So, for example, 183-A-39-Quad-Alpha 'Prismatic Laboratory' should instead be 186-A-41-Quad-Alpha 'Prismatic Laboratory'

2.) What does the "Dash" in Quad-Alpha-Dash 'Divine Child – Hephaestus' Mean?

3.) Di-Echo 'Unnatural Skill (Alchemy)' should be Di-Echo 'Unnatural Skill: Alchemy'

4.) 'Connections: Hell' and 'Connections: Rubbery Men' are counted as the same number both in the main order and the suborder.

5.) In Interlude Survey, you didn't include the Zeroes that were consistently used before. For example, Survey called Masterwork Craftsmen 52-E-7-Tri 'Masterwork Craftsman'. This should be 054-E-07-Tri 'Masterwork Craftsman' (054 because of the 1st Error).
1) There could be diagetic reasons why Joe explained all of that as one perk to the AIs I admit I'm less sure why the Phonograph was left out but I don't think it makes sense to assert it's wrong.
2) My best guess is it's referring to how it's incomplete see Fate Finds You Interesting
3) Uh.... Maybe the AIs just use different punctuation.
4) Yeah this seems to be an error.
5) Actually the first Fleet interlude appears to be the exception. The second one doesn't have padding zeros either. Initially I thought the discrepancy was a bit of a subtle characterization difference between Fleet and Survey but instead it seems to have been a change by Lord that didn't propagate backwards.

No, No I meant "avatar" as in the "AVATAR" From XCOM 2. It's basically the final form of the etherals and is capable of channeling incredibly vast amounts of psionic energy.

It is stated in the chapter, also, the perk it comes from is an XCOM 2 perk from the people that work with the aliens but then switched sides so why wouldn't Joe have the same methods as the XCOM universe? That is how Jumpchain perks work, taking abilities (or abilities inspired by) from universes.
The Peak Advent Tech perk specifically excludes their dark secrets. Which Lord has said includes their AVATAR project. It's possible Joe could recreate it but not easily, now it's also possible that his various quality perks have had a similar result without the exact same path to achieve them.

Even if Roust rules that way, all it would take is for Apeiron to Project his old mask back on and he is fully invincible again. Remember, his outfit covers his whole body except this chapter where he is leaving his face exposed (except for the visor scanner/computer).

Honestly the thing I want to see the most out of the summit is Accord constantly jizzing all over his pants every time Joe does literally anything, or him analyzing every single thing about his teammates.

I just find the whole idea of Accord being utterly obsessed with Joe to the point it looks like he's an anime stalker gf to be pure comedy gold and endlessly entertaining.

I just find the whole idea of Accord being utterly obsessed with Joe to the point it looks like he's an anime stalker gf to be pure comedy gold and endlessly entertaining.

And via train of thought I arrived to rhe conclusion that some will think that the reason N Metal Mankey, Fleet, and specially Survey are so above the average beauty of most Capes is because Joe is Wet Tinkering, which may bring back Gully's comment about Adamantium Monkeigh liking beauty over all, making her even more insecure.

Also that now I really want Fleet to wear a cowboy hat over his astronaut/racer helmet, kick open the bar's door, and say "Howdy, Pardners!".
 
I'm seeing people becoming more and more convinced that Apeiron is a case-53 along with at least some of his team. Cauldron however knows that he isn't, and would be wanting to know what the hell is going on.
 
So, these new anti-simurgh devices basically cause precogs to see future Apeiron as mild mannered and harmless, right? None of the hidden potential gets revealed?

I'm thinking Contessa suddenly gets told "path to 'wtf is going on pls tellll meeee!' has updated. Very few steps; just go and intimidate this guy, and he'll give up without a fight, as far as I can see" by her shard.

Cue Cauldron going in completely half-cocked and getting caught in a snafu.

Edit: Should note that the Survey Classifications are all 2 off from canon, because Survey classified all the starting warehouse perks as one. I think the Phonograph that came with Build That Wall then threw off the canon count another one?

Potentially higher, I'm not sure how effective immortality can be rated: 48 hours self repair. Plus destroying body for 48 hours won't nessesary disable Survey.

And there is a chance that all AIs inherited Apeiron's aura. Aura is something like ignited soul, which suggests that soul fragments AIs received were preignited.

My assumption is that it is closer to zero sum error, it diverts. The water bottles price fell not because Apeiron released a water purifier blueprint, but because water purifying station bough some surprisingly effective mundane filters and lower pollution levels caused an increase in filtering efficiency.

Depends onto how PTV gathers information and other factors. How much of PTVs data sources are precognition? It's very likely that Contessa/PTV were already monitoring Joe, thus they were aware that Joe will deploy additional counter measures and will adjust accordingly.

And going by description of the effect - it will divert and mask source of the waves, but direct check of the target might get some results and some results can be gathered from immediate vicinity. Quotes from chapter 57:

Isn't it mentioned somewhere that anyone both skilled and smart enough to realize something is wrong will just hit a wall? Because it's easier to block than distract or something like that

Took me 2 days to binge this and this is really long. But the pacing is really slow despite how entertaining it is. That's the only thing bothering me.

It be a interesting development seeing how it's a "secret" that Weld was partially cured. People within the know would probably look at some of his entourage and incorrectly assume that some are former Case 53's.
It would make sense from some sense of POV, being that Apeiron 'sells his services' and his payment is rather vague.

Would the feline demigod Tybalt ever consider donating a portion of his soul to empower the AIs?
I don't think this is possible? My impression is that like the AIs have souls at this point and trying to give them a second one would be something that might not work or would require very ethically questionable procedures.

I thought Zoid Hybridization could fuse two soul-constructs together DBZ style, becoming greater than the sum of their parts.

Maybe use Elven Enchantment so Zoid Hybridization occurs on a spiritual level?

Cauldron knows that they are the only possible saviors of all of mankind on hundreds of parallel worlds. They have the strongest capes, the greatest thinkers, the most resources, and the divine right and responsibility to act for The Greater Good.

Obviously, it doesn't make sense for a cape like Apeiron to surpass them in any way.

BUT there are indications that Apeiron and various other members of his group are Case 53s.

Additionally, at least two members of the group, Lethe and Kataklyzein, demonstrate powerful stranger abilities capable of affecting perception and memories as well as recordings.

Thus Cauldron might have been responsible for the creation of the "Apeiron Cluster" but not remember it nor have any surviving records.

Obviously, the more powerful Apeiron and his team are, the more likely that Cauldron was responsible for their origin.

In effect, Apeiron is proof that Cauldron's efforts are succeeding .
