She mentioned ABB's gangs status on their parahumans meaning that she has read about Joe not being anywhere near Bakuda. That he sent a robot that can produce cannon fodder in his stead.

I know that this is practically the same said before just in different words and reasoning.

Anyway, Tats is ignoring stuff like Apeiron not going against Bakuda and March's site when they broadcasted that video and Chen's site. To fulfill her biases and what she considers more important because its not lining up with her fear. She has become numb and unthinking because of her problems.

Honestly it feels like Lisa acting this way is just a meta excuse to prolong the plot. There's not really much left in the setting that Joe couldn't solve if he was a bit more proactive in gathering information and actually knew what he was dealing with, so things like Lisa foolishly hiding info that she really should know better (Joe's drones were good enough to assault a tinker's workshop, and those a several days old by now! Telling him about the contact cloner is a great way to ensure he sends those instead of going himself when he 'inevitably goes of the rails and attacks Coil on his own') and his passenger giving vague fanon warnings that barely or no longer apply but make Joe just cautious enough to not take action.

At the end of the day this fic is largely a showcase for the forge, but the forge is OP so gotta have some excuse to not just solve everything as soon as possible.

"It's Vista, ma'am," Weld replied quickly.

"What's the issue?"

Weld hesitated, prompting the Director to arch an eyebrow. "I-It'd... be far more expedient to just show you, ma'am. If you'd follow me?" Director Piggot sighed but nevertheless made to get up. With a somewhat-pained grunt, she lifted herself out of her chair and onto her feet. The two began to walk through the PRT HQ, down to the Wards' Quarters. Director Piggot's eyebrows rose as she saw every Ward mingling nervously outside of the door.

"A-Ah, Director Piggot, we've--" Kid Win began.

"Something about Vista, yes?" The Wards all nodded.

Director Piggot sighed. "Well, let's get this over with." Director Piggot unlocked the door, stepped inside, and was immediately struck by the smell of meat and blood.

"It's not Ellisberg, it's not Ellisberg, it's not Ellisberg," Piggot chanted to herself over and over again as she swallowed a sudden lump in her throat and forced herself to step forwards. The room was darkened, lit by candlelight, and covered in splotches and splatters. It reminded her of a cult-like cape group she had tangled with during her time on the front lines. Nearly as numerous as the blood spatters were references to a "Mammon." In the center of all of this was Vista, sitting in a ring of candles. She was rubbing a purple flower against a knife, muttering something.

"Sweet Mother, sweet Mother, send your child unto me, for the sins of the unworthy must be baptized in blood and fear..." Piggot watched as Vista, repeating that odd chant, again and again, began to stab the knife into a collection of bone and organs, striking a different organ each time. The bones were decorated with crude paper maché and resembled the armor of a Parahuman Piggot knew all too well.

Director Piggot turned on her heel and stepped out of the room. Once she was sure the door was locked, she grabbed a walkie-talkie.

"This is Piggot. Get me three men with foam sprayers, the legal team, and the form for releasing Wards into the care of a psychiatric facility. Pronto."

Every Ward present outside sighed in relief.

"Joe?"

Joe hummed, looking up from the plans for Aisha's biological modifications. "Yeah, Survey? What is it?"

"Scanners have shown you've been getting a stream of unaspected Mantra from the PRT Headquarters."

"Huh, I wonder what that's about. Hm... can I risk calling Weld to ask, or would that reveal too much of my capabilities... decisions, decisions..."

One of the problems I find most compelling in the story is how can Joe manage the reactions of people and society to the power he displays?

He could solve most problems, however to do so would require effectively conquering the world and ruling as an absolute autocrat, Joe doesn't want to do that so he is compelled to try and figure out how to work with people and institutions while effectively communicating and anticipating their needs while balancing against his own.
There's also the factor that Joe is for all his flaws a very moral character, so he isn't going to flood the city with invisible drones to apprehend or kill all criminals.

Heck, Fleet directed by Survey could kill the vast majority of gangsters in about a day, but Joe isn't the sort of person approve of mass murder for the sake of convenience.

It's one of my favourite parts of this story.

Vista talks about the "Sweet Mother", yet Joe receives Mantra, despite having no possible direct relation to this "Sweet Mother". Thus, through my amazing investigation chec- I mean skills -which are way better than some plebeian filths like Sherlock Holmes or Fanon Tattletale or Dinah- I can infer that there are 3 possibilities.

A. Vista is worshipping Hera, however since the only active connection to her in the Wormverse is her shrine in Joes base and Joe's status as her "champion" for lack of a better word, he receives the worship instead.

B. Vista -for some reason- is worshipping Survey, but since Joe is the only one who can currently benefit from worship and as the closest thing resembling a pantheon head, he receives it instead.

C. She is worshipping Alexandria, who has the concept of "possible mother to Apeiron", and so since she also can't benefit from the worship it goes to the only person who can benefit from it and is conceptually related to Alexandria: Joe

If I recall correctly, it's not so much the intent of the ritual so much as it is... the ritual itself, that counts for Mantra. I believe LR said something like casting Apeiron as a Satanic figure would still give him mantra. So, since the effigy Vista is stabbing is of Apeiron, and she's doing a ritual to summon an assassin, Joe gets Mantra.
 
I found one more thing about Tattletale.

Every time she has been personally there and has seen him having battles with capes out in the public he has had several things he didn't know exactly what has happened.

That was concerning. Knowing about it was better than going in blind, but if recruitment went badly they would be facing serious firepower as well as someone they couldn't drop.

"What are we talking about here? How bad could this get."

"I don't know." She waved him off before he could respond. "I don't know because he doesn't know. He hasn't had a chance to test out that stuff. Whatever it is he knows it's dangerous, but he's not clear on the specifics."

Brian winced at that. In terms of 'how bad' that was pretty fucking bad. On the cape scene there were few things scarier than a tinker pulling out some device and saying something to the effect of 'Ok, I'm not sure what this does.'

Then again, he had held back from using them even after Oni Lee dropped an Easter basket worth of grenades on him. That was better restraint than most capes. It was a serious contrast to the bug girl throwing everything but the kitchen sink at Lung in an attempt to bring him down.

I half expected her to hold it over his head to convince him to stand down.

Anyway, with her not telling him anything about his enemies or anything like that she will just make a repeat of his previous times against unknown opponents.
We know from our view that Joe is very careful with his technology and makes sure he has better safety guides than OSHA. But who knows, maybe she managed to find out that his magitech weapon surprised him again when he rescued Aisha.

The sky turned red and, with a sound like air being tortured, three crimson beams erupted from the formation. This was an untested weapon. I wasn't worried about it failing, but I only had estimates for how that kind of energy would present itself. The numbers skewed high enough that I was averse to using it against any target where there was even the potential for collateral damage. Or against any target where I would want to recover physically intact remains.

I thought I would have to sweep the lasers through the swarm of missiles that were bearing down on my position. It turns out that relative proximity to three beams of that level of power is not exactly a friendly environment for delicate tinker tech. Even missiles not directly struck by the energy warped and melted before being torn away in a cloud of debris.

The energetic bloom from the attack was something I hadn't totally accounted for, particularly the multiplicative factor of clustering the shots. The beams had been angled to avoid direct impact with any part of the city, catching the missiles at the peak of their trajectory and continuing up into the sky at a shallow angle. While that prevented any direct damage, readings from the drones suggested there were some unfriendly effects on the upper floors and rooftop equipment of some of the taller buildings directly under the beams.
She might have somehow picked up that he was surprised by his weapon and took it wrongly of what he was surprised over. Making her run confirmation bias.

Basically, the last two responses in response to the first. Lisa's fear of Joe has never made sense to me. It feels as if she is constantly make leaps the wrong conclusions and trying to justify it. But I know I'm in the minority on this view.

Joe is changing, yes, but nothing real core to his beliefs or how he acts actually has. The issue is that Lisa drew one set of conclusions when she first met him, and then never bothered to question if those conclusions were accurate or not. Since she never did, she's driving herself into this spiral of "OH GOD HE'S CLEARLY CRAZY AND DANGEROUS!"
She's afraid because she can't control him. Lisa wants two things, to have total control of her environment amd everyone in it at all times and to be constantly affirmed that she is smart and powerful so there is no threat to her control because that's how she soothes her anxiety. Like, she can't tell the Celestial Forge about Noelle because then they might do something? Like what? Solve the problem? Based on what she knows she has zero reason to think that then doing something wouldn't result in anything except the resolution of the problem of Coil and Echidna but that's not good enough for Lisa. She wants them resolved but more importantly she wants them resolved, but her higher priority is to resolve them on her terms. The safest way to do this is to do this is to just tell Joe everything she knows, makes sure he's cognizant of the dangers and just let him loose, but how does that increase her control of the situation? How does that prove that she is powerful and truly safe? That is capable of securing her own safety. That would mean placing her trust in Joe, and what if Joe ever turned on her in some way. Oh, he wouldn't meaningful harm her, but he could. That's why she's afraid of him, because if she can't control him then he can hurt her.

Thats actually pretty good point, Lisa saw what Joe's drones can do WAAAAY back at the container yard and that was basically 0.001 version prototype. Then again she probably thinks that Travellers can take care of those easily enough. Sure, Bakuda had bombs for days, but bombs mean nothing if you cant hit shit. And Travellers have Trickster who can easily setup drones to get hit by Sundancer. Also Noelle herself is quite tough so in Lisa's mind there's no guarantee anything other than Fleet's maneuver - which I personally call Finish Line - can kill her for sure.

And there's also fact that Lisa might be afraid that Joe will try to help Noelle and get cloned this way. So while a bit of a stretch, there is logical enough explanation why Lisa keeps silent.
 
Reading this chapter and more specifically Tattletale's thought process made me think "Pathetic" in a voice that sounded suspiciously like Darkseid.

Previous chapters (specifically the Summit ones) alluded to this, but Sarah's got Issues. Not simple ones but ones imbedded deep into her intrinsic thought patterns. As other have stated at this point Sarah should have way more faith in Apeiron's Strength and his varied Abilities and the fact that Joe's claim of being immune to Manipulation almost gave her a Panic Attack (or that's at least what it looked like for me) really drove her angle/Perspective home for me.

My personal Theory at this point this is that at least subconsciously Sarah knows that Joe could handle both Coil and Noelle (and the rest of the Brockton Boy Travelers) with ease or at least far better than her, but the fact is that when it was her Time to shine (against March and Bakuda) she failed completely and utterly and now she wants to prove her value and maintain at least the illusion of control.
Joe was one of the few People in the World who actually didn't need to be convinced of her value as an Ally (due to his Fanon Shard hyping her up) and pretty much started their whole "Partnership"/"Alliance of Convenience" with a high expectation of competence from her. Yet when she had the opportunity to repay his Rescue of her and her Team (morally not financially) against an Enemy she knew Joe desperately wanted to take down she failed on every level imaginable.

Now that she has a new Problem that only she truly knows about with Joe only having a warning of "that's bad juju Mate don't poke it without precaution" she can truly prove her worth as a Thinker and not simply as an annoyance Joe puts up with out of necessity.

At this point she should have logically speaking warned Apeiron at the very least about touch based Abilities, given that she knows that Joe can make a Mecha-Bike submergible in hours and became Pyrokinetic in one random moment such "simple" Precautions would be prudent like: "Hey Joe this is really dangerous and I can't tell you about it, but use the highly valuable Time I need to make a proper Plan to make countermeasure against Touch based Effects."
It's like Mama Mathers. Talking about her directly is dangerous as fuck, but you can still warn People about her in some roundabout way.
Or if a subverted Joe is oh so dangerous she could have warned him about potential enemy Masters, Strangers and Trumps. Seriously we as readers know that Joe is immune or at least highly resistant towards pretty much any Parahuman Effect, but for Lisa that is a genuine worry. Noelle is not an exception of potential disastrous encounters and given Joe's working speed that would be good investment of time while she mAnAgEs the situation.

Instead of focusing her all into actually solving the Situation she is more concerned about her Position during and after the Process and maintaining control.

P.S. I noticed that this story manages the Psychological Damage of Parahumans really well its not too angsty or non-existent like they actually are normal teenagers and chapters like these make it clear.
Every triggered Parahuman needs Therapy and stupid non-sensical actions like this happen when you refuse to take the help you need.

Some of the perks seem to indicate a personalized original tune though, so we might squeeze something in thru that loophole..

But, if that changes, then it just means another omake where the number increases again. And then you have to take into account that Joe gets another AI robot for free every day, so if they all count too after orientation… Lisa sitting down with all the Thinkers at a huge conference (during an Endbringer Truce?), and trying to explain "No, the Celestial Forge has more than seven members, and Fleet is updating my note in real-time." Followed by a blast of air, and suddenly the note has increased again in front of their eyes…

I wonder if the Kerbals will count as members of the Celestial Forge, and if so would it be individually or as a collective? 24 members suddenly, or just 1 more? (or maybe 2 if you count the techies and the pilots seperately.)

Well, the prayer she is performing is a Skyrim/Elder Scrolls one, so maybe its actually heading for the Skyforge (with intention of trying to find a way to contact Sithis, since it is the only piece of Nirn present) and Jozef is just soaking it up because he is a Mantra sponge? Well, no, the curtains should prevent that....

We already know in canon that Lisa makes plenty of dumb decisions. Either due to her own ego, her shard, or just by being a teenage her.

I'm looking for example at the scene where she talked in front of Jack Slash while practically doing nothing. Seriously, not even pointing a gun at a confirmed serial killer that acts like a Slasher movie reject leading a bunch of others.

Oh, and don't forget the whole Noelle thing that led to her being held at gunpoint by Miss Militia.

But pulling a Taylor is so stupid!! Swallow your pride girl and just ask for help!!! And now I got a omake idea for just this situation now. I'll work on it before posting it on Monday.

I know it's almost definitely not gonna happen, but I'd find it incredibly funny if Noelle made a clone of Joe that had mental fortress, and therefore was inmune to the murderous nature of the other clones. Like, he comes out a hundred percent reasonable. The reactions from others would be hilarious.
 
At this point of plot MC has long since lost the last plausible justifications for not simply making a global surveillance scanner, to easily and efficiently solve any local problems that are bothering him. On one hand the idea is entirely too obvious with his current intelligence, on other - ethics simply don't apply when you have free access to AI technology. AI that can be ordered to only report the offenders that are fair game by his moral code and forget all else.

This would obviously be a major hit to most active plotlines, but... it's a huge gaping hole in logic that needs to be resolved somehow.

Joe isnt exactly excited about making a universal incredible violation of privacy for one. Lots of the logical solutions are out of the question because Joe doesn't like them, Joes feelings and hangups are an important part of the story. Ethics absolutely do apply and will at every level and to loose them would be writing a different story. His moral code is against authoritarian spying on everyone and everything to use to find all criminals methinks. If he really needs something, he can ask Survey, but he doesn't want to be alerted about every criminal. How would he handle that? Drones and stuff? That's entirely disregarding the Protectorate issue. He cannot go personally handle everything either. And he can't find Leet and the others right now anyway.
 
How would he handle that?

Predictive software that can identify potential criminals just before they commit a crime and them teleports them to their room in timeout with a dunce hat. Also good for saving trapped and lost people, sending medical emergencies directly to aid (or aid to them depending on the situation) among many other things. All autonomously with little direct management on his part.
