Honestly it feels like Lisa acting this way is just a meta excuse to prolong the plot. There's not really much left in the setting that Joe couldn't solve if he was a bit more proactive in gathering information and actually knew what he was dealing with, so things like Lisa foolishly hiding info that she really should know better (Joe's drones were good enough to assault a tinker's workshop, and those a several days old by now! Telling him about the contact cloner is a great way to ensure he sends those instead of going himself when he 'inevitably goes of the rails and attacks Coil on his own') and his passenger giving vague fanon warnings that barely or no longer apply but make Joe just cautious enough to not take action.
At the end of the day this fic is largely a showcase for the forge, but the forge is OP so gotta have some excuse to not just solve everything as soon as possible.
If I recall correctly, it's not so much the intent of the ritual so much as it is... the ritual itself, that counts for Mantra. I believe LR said something like casting Apeiron as a Satanic figure would still give him mantra. So, since the effigy Vista is stabbing is of Apeiron, and she's doing a ritual to summon an assassin, Joe gets Mantra.In all seriousness I don't get it. Why is he getting the Mantra when it seems like she's targeting hik with a demonic ritual or something?

That was concerning. Knowing about it was better than going in blind, but if recruitment went badly they would be facing serious firepower as well as someone they couldn't drop.
"What are we talking about here? How bad could this get."
"I don't know." She waved him off before he could respond. "I don't know because he doesn't know. He hasn't had a chance to test out that stuff. Whatever it is he knows it's dangerous, but he's not clear on the specifics."
Brian winced at that. In terms of 'how bad' that was pretty fucking bad. On the cape scene there were few things scarier than a tinker pulling out some device and saying something to the effect of 'Ok, I'm not sure what this does.'
Then again, he had held back from using them even after Oni Lee dropped an Easter basket worth of grenades on him. That was better restraint than most capes. It was a serious contrast to the bug girl throwing everything but the kitchen sink at Lung in an attempt to bring him down.
Of course; he went out with what he had in hand the second time when he rescued them, so he can't be blamed if he couldn't test the weaponry before hand. If we see it from her view. She might have somehow picked up that he was surprised by his weapon and took it wrongly of what he was surprised over. I thought I would have to sweep the lasers through the swarm of missiles that were bearing down on my position. It turns out that relative proximity to three beams of that level of power is not exactly a friendly environment for delicate tinker tech. Even missiles not directly struck by the energy warped and melted before being torn away in a cloud of debris.
The energetic bloom from the attack was something I hadn't totally accounted for, particularly the multiplicative factor of clustering the shots. The beams had been angled to avoid direct impact with any part of the city, catching the missiles at the peak of their trajectory and continuing up into the sky at a shallow angle. While that prevented any direct damage, readings from the drones suggested there were some unfriendly effects on the upper floors and rooftop equipment of some of the taller buildings directly under the beams.
She's afraid because she can't control him. Lisa wants two things, to have total control of her environment amd everyone in it at all times and to be constantly affirmed that she is smart and powerful so there is no threat to her control because that's how she soothes her anxiety. Like, she can't tell the Celestial Forge about Noelle because then they might do something? Like what? Solve the problem? Based on what she knows she has zero reason to think that then doing something wouldn't result in anything except the resolution of the problem of Coil and Echidna but that's not good enough for Lisa. She wants them resolved but more importantly she wants them resolved, but her higher priority is to resolve them on her terms. The safest way to do this is to do this is to just tell Joe everything she knows, makes sure he's cognizant of the dangers and just let him loose, but how does that increase her control of the situation? How does that prove that she is powerful and truly safe? That is capable of securing her own safety. That would mean placing her trust in Joe, and what if Joe ever turned on her in some way. Oh, he wouldn't meaningful harm her, but he could. That's why she's afraid of him, because if she can't control him then he can hurt her.Basically, the last two responses in response to the first. Lisa's fear of Joe has never made sense to me. It feels as if she is constantly make leaps the wrong conclusions and trying to justify it. But I know I'm in the minority on this view.
Joe is changing, yes, but nothing real core to his beliefs or how he acts actually has. The issue is that Lisa drew one set of conclusions when she first met him, and then never bothered to question if those conclusions were accurate or not. Since she never did, she's driving herself into this spiral of "OH GOD HE'S CLEARLY CRAZY AND DANGEROUS!"

Followed by a blast of air, and suddenly the note has increased again in front of their eyes…

Vista is worshipping the Night Mother, who has been hinted to be Mephala but unconfirmed, to summon an assassin from the Dark Brotherhood, probably to kill Apeiron. She considers him to be Important, which is a source of Pride Mantra. Though it will likely be tainted compared to proper worship.

I'm looking for example at the scene where she talked in front of Jack Slash while practically doing nothing. Seriously, not even pointing a gun at a confirmed serial killer that acts like a Slasher movie reject leading a bunch of others.
Joe isnt exactly excited about making a universal incredible violation of privacy for one. Lots of the logical solutions are out of the question because Joe doesn't like them, Joes feelings and hangups are an important part of the story. Ethics absolutely do apply and will at every level and to loose them would be writing a different story. His moral code is against authoritarian spying on everyone and everything to use to find all criminals methinks. If he really needs something, he can ask Survey, but he doesn't want to be alerted about every criminal. How would he handle that? Drones and stuff? That's entirely disregarding the Protectorate issue. He cannot go personally handle everything either. And he can't find Leet and the others right now anyway.At this point of plot MC has long since lost the last plausible justifications for not simply making a global surveillance scanner, to easily and efficiently solve any local problems that are bothering him. On one hand the idea is entirely too obvious with his current intelligence, on other - ethics simply don't apply when you have free access to AI technology. AI that can be ordered to only report the offenders that are fair game by his moral code and forget all else.
This would obviously be a major hit to most active plotlines, but... it's a huge gaping hole in logic that needs to be resolved somehow.
