EE refunds as econ overflows into wealth. Will have to do the math, but there's a decent chance this costs us a city or two.
Boundary Passages seems alright, but it's not amazing or anything and we still have to do the Canal. We also may want to not spend stats for overflow reasons.

Some tempting options here, but going with Great Library seems wise. It's been hinted to get us Hospitals, and it would likely make Libraries better in some way. Hopefully it improves the refunds, so we can spam Academies harder.
