Mills aren't a guild action.
Special: Build Mills, Build Gymnasium, and Survey are all currently Guild actions due to Mass Levy

They are if Mass Levy is up, and AN confirmed that we can take Mills as a Guild action as we simultaneously switch to a different policy.

What's the logic behind Integrating Txolla right now? I'm not really seeing why we need to do that instead of upgrading RoO and EJ to Main actions or throwing another [Main] War Mission at the Highlanders.

Why not Proclaim Glory? Increases Stability further and makes back the Legitimacy, plus it doesn't cost Econ.

I am scared that we will need to pay eco for this.
Why would it cost econ to get a shit ton of people back to work?
I can imagine it costing a ton of Wealth, from like backpay or something.

Or maybe it costs a ton of tech to retrain people back in the workforce or something.
Or it might even eat up some stab as so many people come back to a life they are unused to at once.

But I definitely can't see it costing econ.
