I don't think we have the intrigue to spare.They're probably not low enough stability that it'll hamper them much, but if this persists for more than a turn it could well open up opportunities.
It might be worthwhile to send an Intrigue mission to see if there's any other contenders for the throne we could support?

That's why I said yet. AN did say that in the case of Freehills, Forhuch and Storm Ymaryn all attacking us Mass Levy might let us squeak through with ante bellum status. So aiming that all at the Forhuch should be a massive blow. It saves 2 tech a turn.I really don't get what's going on here. Trading Tech for Wealth is basically useless when we're already overflowing Tech into Wealth, and we don't want a Gilded Age to start. It also doesn't even specify if that meets the trade demands.
