I'm not convinced the provinces account for symphony when picking their actions, and I'm pretty sure they'll really want to finish the games first, so I expect them not to do the smart thing here.If Symphony can trigger twice:

I'd much rather just use circumvallation to pen them in their fortifications and force either horrendous odds sortieing or eventual surrender.
Considering we border them on three sides then if they're both the built fortifications and the men to contest focussed mercenary lad raids from someone technologically,Numerical, and tactically superior then I don't know how you think your war plan won't be a bloodbath
It has also been noted by those who actually worked out the quantities of water involved that this isn't going to happen any sooner than a thousand years, if at that. A Canal capable of draining even 10% of the river flow would be rather impressive as it is..B.: it has been noted in the posts preceding last turn that that project is doomed to be shit due to erosion. Basically it would just divert a river into another. Though it has also been noted that the problems in the project could be solved or mitigated by experience in water retention. So basically, just adding that if we don't want the Mega-project to be a wasted effort it's probably best to do the Dam first.

That said, this is an excellent test bed to see if they do account for symphony based on their actions, since the International Games has an exact number and the provinces don't have to over shoot.
I am tempted to vote for this for the explicit point of data gathering on symphony though... One way or another we are likely to gain some good information. I'll see if I can get AN to answer one of the questions I have early though.

"Next time" they might just take us out the only reason we "won" there was Genius martial hero otherwise Khem HK and TH would have beaten us to death. If it were just Khem we would have been fine but the HK attacked like they always do and the TS attacked because we were getting dunked on by 2 other nations.Actually after thinking about it some more I'm thinking skipping on attacking the Highlanders. I don't like them and will probably vote to crush them next time they attack us, but we do not do wars of aggression (well, except against the Xoh).
Taking them down would cost us a lot. And farming Stability from them thanks to Joyous Symphony almost makes up for the costs of fighting them off. It doesn't, but when you add in the opportunity costs it starts to look a lot more reasonable to just sit back and grow.

It is still going to be a bloodbath, but less of one than either prolonged raiding (which either fails due to Watchtowers + Fortifications or slaughters innocent civilians and peasantry) or storming the fortifications when we are in a hurry (storming a fortress is ridiculously bloody).

This war doesn't sit well with me. I do not think it should be necessary. But international diplomacy needed to curve this is just now coming into existence, and I am reasonably sure the highlanders won't even attempt to take part in it. I refuse to wait a few hundred years for them to wise up.
