Actually, what changed mechanics-wise here? Not sure what the upgrade did.
It makes Raise Army better and Retraining better, as well as increasing our safe martial cap and letting True Cities generate culture through competition with each other.

Not a legal target this turn since we're at peace with them. Solidifying our friendship with the Khemetri via International Games is much better at this point in time. (Also, a megaproject build on Cosmopolitan Acceptance! We can't say no!)So we just giving up on the highlanders for all this Megaproject Support.

We Have Reserves
The People are well served by having a large contingent of warriors, although these warriors are also drawn in part from the labouring classes, such that losses can negatively affect productivity
Pros: Gain +1/3 of Econ as bonus Martial, chance of negating Martial (and thus Econ) damage dependent upon Econ strength
Cons: Damage to Martial can carry over to Econ (additional damage from Honour of Elites does not count)

We have 25 martial, coming up to 26 with Plant Poppies.
We are already super swole dude, staying on Offense won't help us much right now.
We have whooping twenty martial, twenty five if you count SaP. We can win it without offensive policy.We need to get ready for the war next turn not go on Megaproject Support.
I think the idea was that our Admin Hero fixed all of our problems, since we decided to do a Nation Wide search for someone similar to the Dragon General, while creating a Nation Wide competition, while Integrating the Stallions, which were basically a Nation of their own.@Academia Nut, were there any issues with Integrating the Stallions, or did the Heroic Admin paper over it? A thousand years of partial separation could have created some issues we may need to be aware of, on top of the ones we already know about.
We now have 3 Megaproject Actions from our Provinces alone. It'll get done.That being said, I am willing to throw my support behind a plan if people can assure me that the International Games would be finished in a single turn. I am a simple man like that.
