Oi folks, we are at war here, we need to send a main or secondary war mission, our situation is precarious.

We can skip the study metal. An arsenal with support artisans should have the desired effect. It gives us the Arsenal and the general support should net us some kind of advance.

Provinces can do the minimum requirement if need be.

And @Academia Nut, the passive policy says 1/2, does that mean we can add another policy?

If we only have one maxed out say econ and that maxed out stat will over flow into wealth which will max out that stat will it trigger a golden age so long as we areat stab 3?

If you only have one by midturn, it will not trigger. If something overflows and maxes out other things, that will trigger it.
 
You know that I've got this suspicion that, since we have never really taken anti-intrigue actions besides Blackbirds, that someone probably Rulwyna II saw this weakness and set up a system hidden in a system that is meant to defend us. Using total obscurity even from the most high places to survive and defend itself and strike at enemies.

It's a weird thought though.

Total speculation here but the concentration of the Royal Arsenal may boost counter-espionage security. I consider this unlikely however.
Depending on what group of people are part of the Spy Network the arsenal could make it easier to steal information, because all of our prototypes and artisans would be situated right next to the King's Library, where all the information behind the inventions are likely stored. If the spy network includes our elites, an influential blacksmith could learn how to make steel and spread it pretty easily.
 
@Academia Nut at this point are we guaranteed to still have baby boom + population explosion for this turn, or is it possible for those to end from the war/disease without paying out again?

However, I see little point getting any variation of paranoid about it(not that you in particular are), since we really do need it.

Also the black birds are good in the out and open. They're useless for espionage that occurs behind closed doors or cities in general, you need paid informants and an actual spy network for urban intelligence.
 
I like to think of the Narrative behind Main Arsenal Seconadary Study Metal being the King, knowing that he is unable to help in terms of war and hating feeling useless, gathers up every Blacksmith in the Nation that's worth anything and putting them to work at finding something, anything, that can give us an advantage.

Guaranteed? No, you could suffer a catastrophic plague or volcanic eruption or something like that, which could end both. It's fairly unlikely that something knocks off both simultaneously, but population explosion has a decent chance to end this turn, but if it does it probably won't take baby boom with it.

Ehhh... a lot of the advisors think that the king's efforts might be best spent working out new magic for the People to use to their advantage rather than organizing more war efforts, where he pretty much has to delegate and doesn't really know who is a good person to delegate to, and the best guy to ask is at the front.

Of course, the same may be true for them...
It almost certainly is, which is mildly disturbing with the numbers mentioned. However I rate our current situation of stalemate to actually be a winning situation for us, since the best condition for the Khem would be that we folded.

If we stalemated long enough, we'd win as their system seems to require a quick win to support their idea of superiority in order to stay stable.

Though my preference is getting them off our lawn and straight up winning this spat.
