We could in theory rent out the Red Banner.If we form a new military company, we could probably rent it out to the Metal Workers. Maybe.

Temple - Progress listed below, each {S} committed consumes 3 Econ and 3 Art for 3 Progress. Completion increases Religious Authority
Library - Any location with a temple and/or True City status can have a library, with each {S} committed consuming 3 Art and 3 Mysticism for 3 progress. Completion grants Mysticism, every 2 libraries past the first increases the Mysticism refund by 1. Sacred Forest (0/3)
Raise Army - More men can be inducted into the ranks of the warriors every year and not face major food shortfalls

Mmm, if its cheap we have enough, and I'd rather not one turn the Law anyway. The possibility of mid turn innovations due to partial Law completion are rather tempting.The Law (Iron Age) - With new technologies, innovations, and social structures, old laws require a thorough redo in order to align with modern expectations (3-4? action commitment, -2 Mysticism and -2 Tech per action)
the Law now costs tech, so we need to boost that with a secondary this turn. Possibly by supporting artisans?

I'm going to assume this is rope grade hemp, actually. Does explain its synergy with boats, boats are the number 1 consumer of ropes pre-steam engines.

6-8 Mysiticm and Tech. We are too low on Tech to one-turn it unless we get lucky with actions needed, so we need to invest in the Tech.
Also, we need to invest into Stability, because I want my S3 goddammit.

They're a handful of villages. The sheer numbers of a unified horde can overwhelm them easily.Do we really need to? I mean, they have a very defensible position and now they have iron. They might be able to fight off the nomads themselves. If not, we could launch an attack later.

Also, you can rent the Red Banner out to the Metal Workers if you want, but this will probably trigger war with the nomads.
@Academia Nut - in your overflow chart, I think you want to replace the red line from Culture->Diplo with a red line from Tech->Diplo.
