We already have tons of storehouses, I see no need to make the Palace into a storehouse when we already have an excellent distributed storehouse system (far better than any of our neighbors).
There's a reason right in the update.
Fifth were storehouses. The king's residence was already close to a number of central storehouses and granaries so it made sense, and there would of course be internal stores for the palace's consumption, but these proposals were for major areas to do nothing but store critical goods and administer their collection and distribution. These would certainly help with administration purposes, and help the city if it were ever cut off from food supplies by disaster or war.

The Garden is included less for the cultural importance and more for the ability to grow various things that might be needed elsewhere. Like opium poppies, for example, which we'd probably want to keep control over the cultivation of anyway.
I can't help but think of other reasons to grow opium in the Palace.

"Oh Crow, the Thunder Horse diplomats are coming by again. I am going to need more painkillers..."

Unless you think Valleyhome's gonna be besieged any time soon, that is.

It's probably a cultural difference thing. In my view a storehouse under the king gives the king exclusive power to fund his/her plan without outside influence.

The general storehouses are in the bureaucracy's control (and artisan association, temple group) so that puts limits on the king's power.

Think of it in current government's setup, different levels of government each have their own treasury; why is that?

It's so they all have some direct untouchable power if they need it.

This makes all of no sense. Sacred Forest is in the South just as much as Vallyehome.

Doesn't matter, apparently due being a place of spiritual significance, since it somehow, by just being that, became the centre of our civ (which includes the north just fine) and despite being between Redshore and Valleyhome, both which should catch way more attention
 
...So pretty clearly each addition is an extra action. 5-7 base with one free annex, adding on one of each additional annexes increases it by six annexes and six actions to 11-13.

You know, an 8x Garden choice in Redshore might give us an Aqueduct+Palace hybrid...
 
The Storehouses are useful to prevent things breaking down further and if Valleyhome is under siege or if a weather event impacts our econ again. Their benefit to admin overall seems quite obvious.
Weather doesn't significantly impact us any more. That was the whole point of Sacred Forest Renewal. Major disasters are dealt with in a single turn, minor disasters are entirely ignored. Catastrophic civilization-ending disasters can now be fought, though victory is not guaranteed.

As to the admin...

How much does the Storehouses help our admin woes? I thought that was generally dealt with at a layer below in our hierarchy.

You'll want to include a normal [] Gardens vote in there as well (and with all the others)
