The nomads will be going up against the Stallion Tribes, Western Wall, the Heaven's Hawks, and the Red Banner Company. The only reason the nomads are attacking is because they're a new tribe and thus fatally stupid, not because they have any actual chance of a victory.

The whole point of sending a secondary war mission is to reinforce tie with our subordinate, not to win war. But crushing them as soon as possible is great too.
 
So, when we are at max stability, the Restoration Policy acts identically to the Balanced Policy minus the law adding a free secondary expand economy.

If we maintain 3 stability through the midturn, we get a free policy switch.

Therefore, voting for a switch to balanced policy this turn is voting for a secondary expand economy.

I understand the logic of reinforcing ties, I was just arguing against the specific reasoning that a Secondary War Mission would be the difference between a long campaign that lasts multiple turns and a quick win for us.

I think integrating the stallions would be what needs be done.
Western Wall first because that's what governs our ability to project cultural authority to Greenshore(which isn't making noises YET, but given their distance, it's inevitable)
Meanwhile the Stallions are still providing an essential service(see this very turn), so I'd integrate them around when the Heaven's Hawks decide they want to become legally Ymaryn as a March.
@veekie, I remember your temple-building plan, how you want to start at Redshore and move up. Why not start at Stonepen? It would be provincially adjacent to Sacred Forest, so religious drift wouldn't occur.
Because of the lack of roads.
Redshore is the longest distance cultural projection due to coast and docks making it so ideas move rapidly by water along with our traders. It's more likely to see a pilgrimage to Redshore than to Stonepen. This, coupled with a link at Star Mirror to project cultural influence upriver to the Stallions and down the coast to the Western Wall, should cover culture issues for a time without encouraging schisms.

The Stallions already told us they got this. I see no reason to dispute their assessment considering they have a Symphony backed triple main war mission to the face already

Bear in mind that the Stallions didn't absolutely have to join in this fight at all. It's the Heaven's Hawk who are under attack.

The fact that the Stallions are going to war means that they're confident they can win, or they wouldn't bother.

Adding the Red Banner to the mix will put in the boot in.

Going to war ourselves would be good for political reasons, but it's very much not militarily necessary.

ETA Actually, if anything, I would be curious about sending a trade mission to the nomads. Maybe we could resolve this peacefully, if the traders have 3 armies at their back.

The stallions are the ones who are gaining the idea that they don't need to be under us much longer, which considering it all means that narratively they will likely rebel and if their smart they will have the backing of the Heaven's Hawks if only because they can.
A. pay them
B. call in the fact that they have been fighting together against the other nomads.

Just a war mission: the king supports subjects. Just Red Banner: the king can afford to send help. Both: the king has his subject's back as much as possible given the circumstances.

This...is a good point. @veekie Might we be better off spending the action on a secondary War? Appeasing the ST will make future integration easier, I expect, and Lord's Loyalty is a good value to evolve.

@veekie, after some thought, it might be better to not switch policy. Restoration will act as Balanced due to the lack of a stability drop so we wouldn't be missing out (and if it did drop it would just do a single Festival, with a Main and Secondary left over (the Festival would even give us Art, which we need to complete the megaproject)), so switching policy may be redundant. If we swap it out with a Secondary War Mission we can get the x2 Megaproject, the Secondary War Mission, and a de facto Balanced policy. It's an ideal plan.

I could get behind that.

ETA Even if it does mean missing out on an extra secondary Expand Econ, that's probably less important right now than the secondary War Mission would be.
