New Settlement - There are a few new sites that could have new settlements placed on them: northern Blackriver, south-eastern Redhills

The situation has changed with the evolution of QoO to WHR. Now the higher our Econ the higher a chance of negating Martial and thus Econ losses we have. Also we will be, if we hit 11-12 Econ, at 10 {14} Martial. Which is just barely on the old partial limit. It is vaguely possible that limit has changed but quite unlikely. Either way we will be at positive Stability for it with the above vote so the malus cannot trigger.Grabbing land instead of switching policies would allow for our provinces to expand econ without overcrowding us, yeah.
However, this prevent our provinces from preparing for the nomads or dealing with the Hathatyn. The extra econ will leave us at about 12 if i'm not mistaken, which will definitely overflow us hard on martial. So we'll either spend crazy econ when the nomads attack us or launch mass war missions to decimate our martial.

Well to give my own actual opinion instead of objective observations I believe that replacing the S RoO with S Enforce is better. Sure the Legitimacy of M PG is wasted, but we guarantee that we are at 1 Stability, and with the combo of our lots of walls and below average admin we have a really good chance of only rolling +1 Centralization.I totally forgot about the new evolution! We are on the track to that kind of ideal, though possibly even more widespread to the point where literally every adult Ymaryn can be considered a soldier while being a citizen as well. While EJ is risk free, RO carries the opportunity of gaining 2 stability. It might or might not happen, but the possibility is far from impossible.
