Last vote he had three distinct identities and a defined purpose, that being overall helping people. This vote has that is literally only one of the interpretations (benevolent) and the rest are slightly similar, but still definitively different.

That vote has nothing to do with the aspects but with his fundamental motivation. He can be Trickster/Teacher/Devourer with any of them.
 
Considering he started out as a rival chief turned to a heroic spirit, then into a trickster spirit, then into a god of mystery and trickery, then into the people's patron, then into an eldritch creator god, some drift is to be expected to some extent

I believe that religious strife could be caused by a tie, Academia Nut even hinted at such by saying that Warriors were going to be mobilised to break up slap fights anyway, if we got a tie and their was indeed religious strife, that might manage to hit our stability, and considering unanimous votes give benefits I'd not put it out of the realm of possibility that ties would bring issues and penalties
