It looks VERY much like we rolled well on the Mid Turn reaction roll so instead of just getting a free Secondary War Mission like normal, our population rose up and brought their own. All of them.

That's a statement of certainty. Projecting from fluff->mechanics is never certain. You're not the only one guilty of this, but it's really important that we distinguish between things we think are probably true, and things which are certainly true.
 
It is in fact possible to have laminated lamillar armour, also when we finally have an iron mine set up will we get the option to create a new military unit?

Will you combine the Expand Forest and Expand Forest - Stallion Tribe votes? They do have a significant mechanical difference since we get the econ from the former whereas the Stallion Tribes get the econ from the latter, but they do have a very similar intent.

This actually matters since right now since there are 38 Carrion Eaters vs. 24+18 Forests.

Oh yeah, and removing my strategic vote since it's not necessary anymore.

Invent laquer, develop a social class that patrons the arts, make that class also interested in war. You will get decorated armour, which will boost development in both armour making techniques and metal works in general, as well as new methods of applying decoration to it. Leading to laquerd or gilded equipment.

In short have nobility.

Eh. Or just invent lacquer and have one of the artisan's children go off to war. Child complains about how the armor rusts due to rain. The artisan is like, "I have this anti-water thing." Bam, combo.

@Academia Nut , two questions:
1. Can we be sure that Expansion policy will settle us Bleeding Cliff? We do have iron smelting researched and all.
2. Can we be sure Expansion will not settle further steppes (maybe with the exception of north-eastern march)?
