Unlike the Saltern, we can actually get the Garden done this turn. It's important to do it while cholera is still super big and in everyone's mind as much as it can be.

We ended up getting +2 diplo net, when we spent 1 diplo, so presumably at least one of the +3 diplo was from them...the +1 mysticism was probably the dead priests, and the +1 prestige was likely the cumulative effect, so yeah, probably +2 diplo from thunder horse, +1 diplo, +1mysticism from DP

On the study health thing, have people considered that since we don't have domesticated bee keeping, and that is part of the known cure, study forest may provide a more interesting benefit? That said, please don't forget that the main actions for study health and study forest cost 1 Econ. They aren't free.

We need to be able to build new trails.
 
Symphony is also going to proc on The Saltern since we have Megaproject Support. This should at least take it down to 6 actions or otherwise make it go faster. Spending stability here is really a waste of stability. Remember, people also tend to work better when they're happy and super confident in their government, so higher stability provides better benefits!

Last I checked we just harvest wild honey.

It's only a single point of Econ, which is something we can make back ludicrously easy. Totally worth getting it done now while we're dealing with cholera and we're getting top-tier anatomy lessons. We won't get a better opportunity for many many generations.

Stability isn't exactly cheap. Why not save it for a rainy day?
We're also gaining 1 Stability from starting the Saltern/Garden since it helps with cholera.

As we have seen, more actions are ridiculously powerful. Get more actions. Make two more provinces.

I'm neutral on the kicker vote so long as we get 2 provinces, since then we can Enforce Law which has some nice stability gain attached. It not, then we definitely shouldn't kick it since our only stability options would be RoO (which requires us to be at -1) or Grand Sacrifice (which costs 2.5 actions/stability while the kick only gains us 2).

Hahaha, with a trait like that I'm tempted to pump the Dead Priests full of gifts until they run out of things to gift in return. And then we can go back to war. :D

I know we're unlikely to get Saltern done in one turn, but it's not a terrible gamble given Symphony synergy.

Also, I don't want our stability to get too high. Till we get an authoritative answer, I think +3 stab is likely about as bad as -3 in the long run.

Seriously, can't we just wait until next turn? This only brings us from 3->4 Actions, which isn't going to be enough to finish the Saltern, likely even with a Crit.
You're forgetting symphony, which is likely going to add at least 1 action, possibly 2 with serious concentrated effort with a kick, which has a decent chance of finishing it in one turn.

This is part of why I'm voting for the Garden, not the Saltern. Finishing it gives us +1 Stability from Divine Stewards.

RoO can be used at zero stability
