That puts us at -2 Stability (chance of -1), and we can take Restoration of Order+Start a megaproject. The megaproject guarantees 1 stability, putting us at -1. RoO is 75% for +1, ~44% for +2. It's also by far the most efficient stability option we have available.
Our provinces make 2 new provinces giving us an action and likely causing the Baby Boom to continue. If not, then we at least see what overcrowding does and likely causes a LoO evolution.
Doesn't really matter though since this isn't going to win. Megaproject Support is a horrible option unless we absolutely need to finish a megaproject within 1-2 turns. And we don't. Despite that, everyone seems to love it for no good reason.
If it looks like "whole lowlands" is going to start winning I'll switch off of it since it's a horrible decision without Expansion, but I'm doing this as a protest vote and it looks like -1 has enough of a lead that it's not a big deal.
