...I actually think that double main Improve Festival serves exactly this purpose.

@Academia Nut If we double main Improve Festivals, will it cost a total of 3 econ?

That puts us at -2 Stability (chance of -1), and we can take Restoration of Order+Start a megaproject. The megaproject guarantees 1 stability, putting us at -1. RoO is 75% for +1, ~44% for +2. It's also by far the most efficient stability option we have available.
Our provinces make 2 new provinces giving us an action and likely causing the Baby Boom to continue. If not, then we at least see what overcrowding does and likely causes a LoO evolution.
Doesn't really matter though since this isn't going to win. Megaproject Support is a horrible option unless we absolutely need to finish a megaproject within 1-2 turns. And we don't. Despite that, everyone seems to love it for no good reason.
If it looks like "whole lowlands" is going to start winning I'll switch off of it since it's a horrible decision without Expansion, but I'm doing this as a protest vote and it looks like -1 has enough of a lead that it's not a big deal.

We do not need more space really, we need time for acculturation to happen the right way. The only way to do that is by moderating the flow of refugees.

Did you not read the math in my post? Could you not do it yourself? It leaves us at -1 Stability next turn, not -2.
We are as per word of QM on the road to having a hereditary slave caste. From the same source we know that the root cause of the institutional abuse is insufficient acculturation of refugees. That's why it's happening in the outlying provinces.

Except that valleyhome absorbed more refugee waves than anyone else, and is the most progressive.
Recent refugee waves dilute values. Old ones seem to have fully integrated.
You did read the recent QM posts, didn't you?
Because if you look at my earlier posts, I was usually voting for "maximum refugees" route.
But if QM basically says that we have overstretched our capability to integrate refugees, and the march will be a major problem if not integrated soon, I listen.
Which proves that the recent intake of refugees is higher then we can properly handle and we should dial down.
