I would be a bit more gung-ho to get Noburi something too, but we've already arranged for Oro to see what he can do on the Water Whip + Chakra Scalpels thing, so...

I think that, between WDB and the Water Whip + Chakra Scalpels, Noburi should be fine. Especially once we raise HM to 30, and raise some of those exclusive Tower Jutsu to a decent level.
Not to mention Rapid Rejuvenation will allow for mid-combat healing, which will synergize well with Summoning/Shadow Clones (Summons/SC defend healer and healed).
Edit: also Sage Mode. Goddamn it, we're getting Noburi some sort of S-rank trick, one way or another.

Can someone explain to me why we would want Lightning Lash from Naruto? It's an attack jutsu so it doesn't cover anything new for anyone. It also doesn't help Mari in any of her matchups against Akatsuki.
Maybe add a (dimensional seal) beside it, as a back up? I mean, we're going to be getting "the good shit," anyway, so even if we don't get "slow/speed time seal," it'll still be bound to be a "good shit" tier seal, that increases our veterancy with dimensionalism.

Here's an updated buildpath for Noburi, taking into account Orochimaru's upcoming (chakra scalpels + water whip) combo, the new jutsu Asuma gave Noburi, and the new ninjutsu combat stunts.
There's wiggle-room with the minute details, but this is intended to be a broad buildpath (only tracks the levels by 10s).
Noburi has stated that he wants to focus on medical stats and his bloodline abilities, but that he also wants to maintain his combat prowess. Since we're eventually going to be going against the Akatsuki, this further raises the importance of combat prowess.
I've made a table that reflects Noburi's current skillset (though I'm only counting stats that are 10+ for the sake of time efficiency).

Now that he has Mednin 40, let's go ahead and raise up a 60-stat.
My personal recommendation is Water Whip. With the new ninjutsu stunts, a higher water ninjutsu means that a higher AB can be invoked for Noburi's lesser water ninjutsu (example: tagging Water Whips +6 AB while casting Water Dragon Bullet, instead of Water Dragon's bullet +4).
I will admit to some temptation, regarding having Vampiric Dew as Noburi's capstone. It's a unique bloodline that allows Noburi to do awesome, unique stuff in the hospital that only he can do (such as operating without the use of dangerous/addicting drugs), and maybe leveling up to 60 would unlock further hidden functionality... Unfortunately, we've seen no narrative indication of this since the last unlock, which was all the way back at level 25. And while there may be some unknown Vampiric Dew stunts that unlock at level 60, I'm less inclined to gamble Noburi's future on a possible future shiny, rather than a known, solid combat boost.
Besides, with Orochimaru's Water Whip + Chakra Scalpels thing coming up, leveling Water Whip has just become increasingly important to level.

And from then, Noburi has enough supporting stats to either raise up another 50-stat, to fill the 50-slot that Water Whip previously occupied.
Noburi wants to be a solid medic, and we're hoping to blow Tsunade's expectations away so that she'll take him up as her apprentice (which, in turn, unlocks S-rank shinies in the form of S-tier stunts/jutsu).
Not to mention that, with Orochimaru's lootboxes, Mednin 50 is cheaper than it would otherwise be (perhaps even free).

From here, Noburi has room to raise another jutsu to a 20-level slot.
I recommend raising Great Lake Formation to level 20. At level 20, it covers the caster's Zone, and all adjacent Zones, with water that is useable for water ninjutsu, regardless of whether or not GLF was cast from a water source (which, remember, Noburi's Water Whip needs a water source for his bloodline to work through).

This, combined with Noburi's Water Whip 50, will synergize pretty damned well, lol.

Water Dragon Bullet is a really, really good stat, but Physique 40 unlocks another stress box, which gives Noburi some extra tankiness. The Toad Sages have also implied that Sage Mode demands a high Physique stat.
For the sake of this build, we'll raise Physique, but there's an argument to be made for either one.

Another thing we'll want to level is Waterspout Leap. It's a reflexive dodge jutsu that boosts athletics by (1/3) the jutsu's level, so we'll want to level it to level 30 (which adds a +10), ideally, or at least level 15 (which adds a +5). It only works when cast on an elemental source of water, but that's what Great Lake Formation is for.
Luckily, we have the pyramid support for it, now, and it's halfcost.

And now some scattershot thoughts.
Rapid Rejuvenation provides mid-combat healing, and works at level 10, so we won't need to worry about pyramid support.
Rapid Rejuvenation also synergizes well with Shadow Clones and Combat Summons, who can guard/protect the healer and the healed ally.
We can get this at any time, and mid-combat healing sounds important for missing nin to have, so I recommend that we grab it before we ditch Leaf. Again, it works at level 10, so we can just level it whenever we want to, or whenever we have the XP.

It will be, for one thing it'll take a a couple of weeks. The other thing, a longer time scale. But right now it's just waiting for time to pass to a more actionable point.

If Water Whip-Chakra scalpels don't work, then my guess is that Orochimaru would give us something else that still fit the niche.
And, even if we simply don't get combat ninjutsu as a shiny, Water Whip level 60 is still a solid choice because of the ninjutsu stunt benefits... once we buy it, of course.
Eh, Naruto promised us some Good Shit. I have faith in Minato's brand of bullshit. And even if it's not an Unrealistic Expectation Gold Plated Does Everything And More 5000-inator Seal, I have faith in our ability to spruce up a good-to-great seal into an amazing seal.
