Stay distant until the Hagoromo formally recant (it would be bad for our aims to establish a visible connection at this point), and then provide the civilians whatever money and assistance they need to either return to the life they previously had or a life more suited to their desires and talents, whichever they prefer.
Tell Haru all of this ahead of time, understanding that he's still got every right to be uncomfortable with it and that we don't expect him to just take us at our word, and give him whatever information he needs to make sure we can prove that we're keeping our word.
