Also, while I don't want to crack open the BH6 stuff right off the bat, I do want to bring Gogo in before she gets picked up by someone much more willing to sacrifice her as a pawn. *Looks pointedly in Evelyn and Toffee's direction*.
 
I mean, what's true about the setting is already true, us knowing about it doesn't make it worse. Even if we never got involved with Janna, Toffee would still be a threat. Bill and Doris are threats even though we haven't met them IC. In the same way, I don't see how us learning about BH6 is a bad thing. If we expect Go-Go Tomago to be sufficiently hated by the Zaibutsu that they will go after us for employing her, that would be a reason not to recruit her. If we expect her to pick a fight with powers in the area while under our employ, the same goes. But learning about what's going on in California strikes me as unambigously positive, in the same way that I'd rather have the details about the Oregon Triangle even if we can't presently act on that info.

We even have a safer way to learn about San Fransokyo by hiring Fredzilla first.
 
This turn we began to properly consolidate our forces and goals. We need to continue to do that. Doom's upping his game in the PR department so we have to press our intrigue advantage now that we've disposed of Hawk and we now have a magical saboteur with an effective intrigue of 36 when she's ruining someone's day. Kitsune is perfect for really to begin making some serious strikes against Doom's image, prestige, funds, PR, and so on like the Blot did.

He isn't really "that" Le Papillon, but the point about him being a significant malefactor in France holds true. The guy probably still does fashion in his civilian ID, but replace his akumas and other mystical stuff with more traditional organized crime and the odd forray into domestic terrorism.

You see, through participating in this Quest, and having never como into contact with DVV before, it's come to my attention that while all major players are called "Kings", that does not mean they are all on the same level, or even close to that. So, mostly for the sake of staving off my own boredom, I attempted to classify the various Kings according to a scale. This is the (mostly pointless) result of my efforts:

TIER 1: WORLD-ENDING THREATS

Beings with both the power and the will to destroy the Earth, but who are currently constrained from doing so for various reasons. Resources are next to irrelevant to them. Urgent Threats that must be opposed.

Kings: Bill Cypher (Gravity Falls), Phobos (W.I.T.C.H.), Toffee (SvtFoE)

TIER 2: UNKNOWING, UNCARING, OR ACCIDENTAL THREATS

Immensely powerful entities that nevertheless do not know or care about the earth-side politics going on around them. Serving more as environmental hazards than anything, they won't really move unless provoked, at which point they can unleash tremendous amounts of violence. Unlikely to struggle for resources.

Kings: GalFed (Lilo&Stitch), Tempest Domain (Fireball), AUTO (WALL-E), Toxic Jungle (Nausicaa), Tomorrowland (Tomorrowland)

TIER 3: NATIONAL-LEVEL THREATS

The real "Kings", corporate overlords with influence stretching across multiple states, private military forces at their command, and the finances to bankroll pretty much whatever they wish to do in their territories. These players operate mostly on the national theatre, mostly competing with each other, and sometimes with entities from the next level down. Doofenschmirtz is at the very bottom of this tier.

Kings: Xanatos (Gargoyles), Shego (Kim Possible), DOR-15 (Meet the Robinsons), Yokai (Big Hero 6), Evelyn Deavor, replacing Syndrome (The Incredibles), Heinz Doofenshmirtz (Phineas & Ferb)

TIER 4: STATE-LEVEL THREATS

Single-state or large city-controlling magnates, with less influence and power than the National-Level Kings but still very powerful. They tend to have more specialized (and therefore fragile) powerbases compared to Tier 3's more diverse portfolios, but as a trade-off they are pretty much unlodgeable from their respective fields. Resources are their main constraint from reaching the next Tier. The Phantom Blot could be considered to be in this Tier, if he actually cared about his own bottom line.

Kings: Mayor Doom (WFRR), Mayor Bellwether (Zootopia), Abraham Kane (Motor City), Flintheart Glomgold (Ducktales), Shere Khan (Talespin), MCP (TRON), King Candy (Wreck-it Ralph)

TIER 5: CITY-LEVEL THREATS

Not actually Kings at all, but included for the sake of completeness. Usually CEOs of minor companies doing bleeding-edge research in their respective fields. Liable to get bought-out from actual Kings. Examples include Lee Industries, Gen-U-Tech, Wyndcomm, and Funtelligence. Curiously, Evelyn Deavor rose from this tier, having been bought-out by Syndrome shortly before replacing him.

You've made some improvements to your AI since you last upgraded Norm, so you might as well make sure he's as cutting edge as he can be. Current Technologies: Slight AI improvement, Energy Weapons, Adaptive Combat AI

You're missing MCP/Encom, King Candy, Monsters Inc, and Tomorrowland.
I do think putting Doris at tier 3 is underselling it. Doris does have its broken time machine and is successfully contesting Tomorrowland, which is arguably the most technologically advanced faction. Bill also probably deserves his own tier. Unlike the other tier 1s, he's either contained in the triangle, or he's out and nigh omnipotent.
 
I agree with planning at this moment being premature, and I'm also really interested in that Wile+Hego+Lizzy budget Quest team proposed to explore the wasteland. Which is convenient, since I really want to focus on fighting Doom next turn with as many units as possible and none of the proposed team is really essential.
And, since they're (probably) more evil than Janna but less powerful in the Occult, we could trade Feldrake back and forth between them.

It's chaotic enough for him, but it's still a waste. For Genetics and Galfed actions, Jumba has an unmatched bonus. For chemical deterant, Von Drake is better. Unless we aren't taking a Genetics or Galfed action that turn (and we have more than enough backlog of them), putting whatever our other learning hero that turn is on chemical detterant and him on Galfed or Genetics is almost always going to be better.

Debatable. I suspect Feldrake would have no interest in dealing with such petty-minded and ineffectual fools. Plus, being passed around like a baton would be stressful, and being argued over would be more stressful.

In order to prevent another disaster on the scale of the St. Canard breakout, Glomgold has retrofitted the decommissioned Altacraz and Leavenworst prisons to meet modern standards for villain containment. The new security robots, impervium-laced walls, and elaborate traps sourced from former Money Bin designs should make future escape attempts all the more painful. These reopened prisons have also begun fitting inmates with electrical "tame collars" so as to encourage positive behavior.

Oh just wanted to point out this bit from rival reports. Looks like Bellwether has started stepping it up a bit.
