Taking advisement into account, I will say this:
-I don't think you can stack hero units, so that's out
-I would do human genetics, but I want to knock out the GalFed tech first
-Mirage's Stewardship is better and I'm trying to find ways to increase Hego's loyalty since Do Good Deeds hasn't been doing much
-Most of this plan is focused on building up defenses and buffing loyalty, as well as trying to fix the cracks that have appeared in the Doof Troop. Doom's taking a backseat this turn. However, I have great plans for him during the new year. *soft maniacal laugh*
-Take note that this is just a prototype. We still have an entire quest and several interludes to get through. The plan may drastically change depending on what new information comes to light

well we are getting minimum 1 new stewardship hero but i would also say we should put wendy on Robo dubbel body since Ludivene did coffee instead. while the normbots need to be done i would put someone like Lovemuffin on it not Wendy

I think Arizona Goof was not in our rolodex this turn. Also why we even need him?
 
I won't be dropping the quest, but it seems very OOC for us to stop being Supreme Overlord of the Tri-State Area without at least being foiled by a platypus.
I'm sure a platypus can be found. The US is on pretty good terms with Australia.

We might have 2 or 3 new stewardship heros next turn. Lets wait a bit before committing hego to a national action. His stats just aren't that good.
Maybe Hego could explore the wasteland next turn? We've been putting that off for a while, and Hego would add valuable muscle to a quest team. Plus, whatever horrible things are there can't possibly be more toxic than what he already survives at Bueno Nacho.
 
We already recognize the US government in that we are trying to not piss them off too much with our idiocy.

What some don´t seem to get, is that simply because Doof *officially seceeded* from the USA (something nobody except us really takes seriously and that Doof doesn´t really insists on) doesn´t mean that we have to be hostile to them. Even as a "sovereign ruler of our own nation" we can still be nice to them and help them out as long as it´s in our mutual interests. Heck, the US in the past did support foreign secessionist movement if it suited their agenda. So we can have both: join that Alliance of the Semi-Sane. battle existential threats like Toffee and still go for a soft secession on the way. Who knows, since Xanatos is effectively puppeting the government, we might be able to convince him to convince them to simply let us go on our own way after everything is said and done?
Well yeah, I'm fine with that. I even brought up the idea of establishing relations with the government and making deals to coordinate our future space missions for better relations with them and more PR for them. I've also been fine when the "Xanatos" thing was brought up in the past.

It's explicitly renouncing secession that bothers me. I'd be sad if we never got recognized as an independent country, I'd be frustrated if all we got was an autonomy, I'd be annoyed if the issue was left to a status quo "never push it and reabsorb when Doof dies", but outright renouncing it is the actual line in the sand for me. I can tolerate every other outcome but the Death of the Doofanian Dream. That includes "soft renouncement" too by way of not having him make an official announcement but still convincing Doof himself to quit trying and just call himself a CEO like the other (non-Drossel) Kings.
Maybe spend a turn to talk with Bossman and sic Von Drake on them to improve them?
Not sure "Talk with Bossman" would do well here. I'm sure a Crit would probably still help, but the narrative seems too off for it to be anywhere near as helpful an option as we need. As it is, they still outright disrespect Doof and would likely still disrespect and act impertinent towards him during such a chat.

Ludivine or TECHNOR could probably help breaking their ego though. It'd still require a high roll, but I could see either of them having more success (though not a lot more) than Doof.

There are too many GalFed techs, and not all of them are equally urgent. Also, human genetics may be a precursor to projects we want to achieve (e.g. Juniper and/or her mom's been turned into an electric-eel monster but we want to change her back)
 
We have two geneticist specialists. Of course we should focus on our strengths and get that done already! Hell we Lready had that "give superpowers" action earlier that needs followup on.

I want him so we can take him on quests. Tell me a cross between Indiana Jones and Goofy isn't exactly what we need for Felldrake's world tour

I know the Quest will likely go on for a long while, but I just picture our Doofenshmirtz, standing triumphantly over a grand view of a greatly expanded Doofania, when, suddenly, a platypus wearing a fedora kicks him in the side of the head. It's not Perry back from the dead, it turns out that the -inator that zapped him sent him several years into the future and he only just arrived.

To be completely fair, final episode of Phineas and Ferb was about Doof with help of Vanessa realizing that he doesn't actually needs to conquer Tri-State Area. So the true ending way to do it is...
