There currently are not. All of them do at least one, none do all:

Long Overdue does 1 and 3
Digital DInosaur does 1, 3, and doesn't really do four but is closer than most other plans
Magic and Muffin does 1 and 3
Fine... does 4
Woweed does 1 and 3
Doom's Doomed Offensive does 4
Foreign Policy does 1 and 3
 
Hmph. Maybe I will dedicate some time, as I feel like it'll be well-received if I do it decently. ONWARDS!

Which one is better? Galfed Translators or Galfed Computers? Translator let us decipher the odd tranmission for One Man Trash Quest while Computers let us possibly identifiying Kat.

Just noticed Digital Dinosaur is taking "Do some introspection about Norm", which I am really not a fan of right now. Because this is what the action says:

Your feelings on Norm are more complicated than you thought. Is he your son? Are you comfortable with that? How are you supposed to be treating him? Is he even really sentient? You've given him a lot of upgrades over the years, but you never remember instructing him to call you father.

I suppose "I have no idea why Norm is like this" is a step up from "I can't see why Norm would be like this", but it sure isn't a big one. I'd much rather Doof achieve a basic understanding of why Norm could possibly think of him like a father before we take that action.

As I said, I know it's not gonna win, but what do you guys think of the plan format I'm trying out? I was trying to make everything look up-front, organized, and overall not dragged out and confusing. Not sure how much I succeeded in that. I think the coloration between different category actions helped though!
The colors are nice. SV doesn't preserve coloration across copy/pasting, but that's hardly the end of the world. Shifting the hero units in front of the national action text threw me off, but that might just be because I'm used to it being the other way around.

Thanks for the feedback! I did the shift to help minimize everything and make all relevant information directly with the associated action, but I can move it back next time I make a plan should you or others feel it is better that way!

Go for sublight engines, please. I'd also love to snap up that DC 80 satellite company, we're ahead of everyone else with regards to spaceflight and I'd like to double down on it.
 
Why aren't there any plans putting Wile on supply lines!! Ugh I don't want to make one it's so much formatting.

I favor translators, so we can decode odd transmissions and then make contact with Drossel, but they're both strong actions; I don't think you're going to go wrong with either.

Yeah, that's definitely a concern. I know hero units inform the action, but I'm not entirely clear how in this case; I think Monogram is either the best choice to find Kat or one of the worst choices, and I'm not sure how to tell which.

The only ones who's actions aren't near guarantee for a success (counting XP buff) are Wile E. Coyote (60.82%), Mirage (47.10%), Jumba (69.82%) and Kitsune (???%). Also, I'm completely willing to change Ludivine's research option. I just really want to see if we can get some good (medical, maybe even magical) benefits from that rare herb we found months ago.

Also I'm not expecting my plan to get picked, haha. This is my first time making one, and I would really appreciate comments.

I'll start only voting for Move Doofhawk plans once we've recruited new Stewardship units, and I know I'm not the only one impatient to start with them, if it's any consolation.

Also, manual formatting is for squares, that's what the Plan-Inator is for.

(Though I might update it to see if I can incorporate coloration into it. Nooooot sure if that's possible, but it's worth a shot.)

Who else would even focus on OWCA, though? I see the concern, but I'm not sure who else would even be looking in the right area.

What's your recommendation then?
Hire Wendy, do Doppelbodies to increase our AI knowledge, Update AI with Wendy or otherwise follow any AI national or personal actions she opens up, do more therapy with Doof.

AI Research advances a bunch of our goals all at once, so Doof should keep chipping away at his AI ignorance even if we're not focusing on Norm. That way, we won't have to worry about Norm getting shoved to the eternal bottom of the to-do list, which is usually my biggest concern with pushing something off because we'll be better at it later.
 
I wonder if we can team up with both Shego AND Xanatos at the same time to take care of the drug ring, then follow it by using whatever good publicity we make to promote cape rights with them the following turn. It would be one hell of a way to prove how usefull capes are.
