This is basically Doctor Elsewere's plan, I'm just X'ing it since I'm the first person to be interested in the plan and it seems like he isn't online right now...
Here are his explations regarding why he's went for the actions and assignments that he included in the plan:
So to break this plan down, all the actions to increase our actions are really high DCs, that we can expect to lower once we advance our knowledge of AI and grab some bureaucrats from Syndrome, so they can wait a turn.
Crushing Organized Crime may seem like overkill with Khan, but not only will it hopefully critically succeed and hinder crime even further, it will also give Khan a free personal action due to the retreat.
Poaching people from Syndrome not only hurts him, but should also make it easier to gain more stewardship actions, as it mentioned hiring bureaucrats to help organize things. Hopefully Reaching out to Roger will also help with that.
A company retreat will give all our heroes a loyalty boost for the year, and will give most of our heroes a free personal action. Hopefully we can figure out ways to further reduce the DC for moving the castle, since it's still incredibly high.
Toontown railroad has been talked a lot in this thread, and it's the most urgent action in this category that we know of. It would probably be a good idea to set up the spy network next, since intrigue is definitely an area you want to have as many actions as possible.
Our learning actions are focused on looking at the AI Syndrome developed for his Omnidroids, both his original design and his planned upgrade. LOVEMUFFIN is set to work on the Chip while Technor focuses on the Base Omnidroid code. The chip is a guaranteed success and Technor has a good Learning even without the power drain.
Finally, sending Janna to the Magus Bazaar should hopefully get us some good artifacts/books to begin work with. If we're lucky we'll also finish reading our spellbook as well.
Now, the Quests. I don't think Blue Hawaii should be taken without Russ, and he is too important to setting up the Toontown Railroad this turn, and I think that the other Kings have enough on their plates with the fallout of the Sands gala and the West Coast Crime Wave to look into Hawaii at the moment. Instead, we would be better suited looking into the lead we got on Donald's location. The focus will mainly be on figuring out where he went next, rather than what he was doing there, so I think Goofy and Monogram should be more than able to find that out. (Dennis is a given on any Donald action.)
I'm having Doof talk with Russ and Mirage, our two most secretive heroes for a few reasons. 1, Russ needs a loyalty boost, and to touch base on how we've been operating. 2, Now that Syndrome is broken it would be good to see what Mirage thinks of it as well as what she would like/expects to happen next. 3, Russ is one of the two possible canidates for the warning in Wile E. Coyote's dream.
The only other hero assignments I'd like to touch on is Max and Vanessa. While I would like to have Max bond with Goofy I am sending him to Peru so that would be an issue, so instead I'm having him get to know the other teenage interns we have, in the hopes of beginning to form our squad of Teens with Attitude or something. Vanessa is also going to a rave, which should help her connect with what's currently "in" right now, as well as meet some other punks and teens in Doofania, who might lead her to the "Resistance" that has been popping up lately. I'm hoping that these actions might synergize in some way, mainly in Max and Janna making their own connections with the Teens of Doofania.
