You can add 1/10 of a vote to one option, or 10 to the other. Just like everyone else.
Some things are easier than others. Not sure if they should be 100x easier, but the idea in general is perfectly solid.

Whether it is "fair" depends on your definition of fairness, but it is certainly no more unfair than options not being offered at all.

A minority being able to dictate terms to a majority when they were equal before is unfair. Why should my vote be considered worth less than another from a out of universe perspective? An in-universe explanation doesn't make bad gameplay stop being bad gameplay.

Again, some things are easier to get, so one vote for it matters more than hundred votes for the other. Whether it's fair depends only on you.

And it is unfair because we have suddenly switched from a system where each voter is equal to one where some voters are worth more than others.

its a particularly powerful warlord and theres 6 people with x10 vote weighting voting to go out into the steppes and try to smack him. Don't see whats unclear there.
Particularly powerful warlord doesn't actually make it certain that it's Genghis Khan or a similar figure. Personally, I feel that people should pay some lip service to that uncertainty.
