We have no IC reason to think that this warlord is exceptional. The only reason to believe that is OOC: namely, we got a vote on this, so "obviously" the warlord is something important.

So my vote is for what I think we should do whenever a nomad starts making demands; either ignore them and kill them at our walls, or send "standard" gifts to them. Giving in to their demands just because they are made forcefully seems like a bad idea.
the .01 vote is for "hey lets become actual friends with this guy" but thats already completely impossible

We are given all the options for a reason. Also, I would note that we do have a history of reaching out for notable nomad rulers (when they aren't Pure, anyway).

It's literally impossible for further relations to win now since the vote weighing is so ridiculous, so please approval vote for the bribes as well people.

You can add 1/10 of a vote to one option, or 10 to the other. Just like everyone else.
Some things are easier than others. Not sure if they should be 100x easier, but the idea in general is perfectly solid.

Whether it is "fair" depends on your definition of fairness, but it is certainly no more unfair than options not being offered at all.

Well, in-universe explanations are out-of-universe explanations. Some things are easier to get than the others, so it's reflected in votes.

Except explain to mean how the in-universe explanation suddenly makes it fair for it to be possible for one voter to worth a hundred voters.
