Is spending a web-mat action on Johann meeting gun elf particularly wise, then? It's cool and I agree they should meet, but is that really something to use them in their wizardly capacity for instead of just being something they do on their own time if they want to?
Though, the elf with the gun is also pretty damn important, given (to my understanding of the political make-up of Laurelorn) he's 1/3 of the Triumvirs a quarter of the time, and 1/24 of the High Council the rest of the time.

But, he's already been impressed by Todbringer, and Kadoh (the champion) has been explicitly mentioned as easily influenced.

(The best idea I've seen for keeping Vicarius Galenstra happy is getting Anton here with a Repeater and seeing if he can work his inexplicable magic)

This is not the eternal and never-changing form of WEB-MAT actions for the rest of eternity. This might not even be how it will be next turn.
Honestly, for what its worth, that mechanical variability seems pretty flavorful and thematically appropriate in and of itself.

This is a very new institution working on a very new project. Of course it would shift and flow as all involved figured out how to work best. Things taking time to assume their final state seems to be a rule of projects and organizations.

A subordinate action is a personal action except with another Wizard contributing. Instead of Mathilde doing X, it's Mathilde+1 doing X. And you get three for two AP, and the scope of what those actions can be will expand once the Waystone Project has more than zero partners and zero foundational work done. If anything it might be OP.
In retrospect it makes perfect sense that going from Half-AP oversight actions to Full-AP collaboration would be a more involved process for Mathilde, but I think that particular detail may have been lost in the long lead up to the Laurelorn arc.

That makes me a lot more excited to see our research backlog shrink. Cooperation is more fun than delegation.

One of the thoughts I had for the future is trying to study AV with our WEB-MAT members. There's probably a ton of insights they have just from having a different wind and mindset.
This plan is solid and I would approval vote it, but I really don't like the Max action. I don't think this is a good use of his time before we bring the Jades on board, since we'll get better access to their library then and the action will be better. May I instead suggest asking him to write "Observations on the Chaos Wastes in the western Great Steppes"? It's a low-priority paper, but it's a thing for him to do (and he can actually write this paper without us dictating it, unlike some of the others in our backlog) and the CF is useful.
Sure, done.

Changing vote and tentatively approval voting this one as well:

Feel like doing a post summing up the Elven notables that have been mentioned.

All right, so there's Queen Marrisith, ruler of Laurelorn, descendent of Aenarion.

She sits on the Triumvirate, alongside the current Champion Kadoh, and a Vicarius.

The Vicarii (who are also all called Wardens?) basically run the four districts (Wards) of Laurelorn forest- Storm, Rain, Frost, and Sun. Until recently, only the Warden of Storm was in favor of contact with humans (she's also in favor of contact with Dark Elves and Norscans, so, take that as you will). The Warden of Frost was from an isolationist family with a grudge against Dwarfs, who fell in battle against Beastmen.

The current Vicarii are:

Prince Galenstra, Warden of Rain, the elf that likes guns, who voted against contact until Boris Todbringer impressed him.
Kaia, the Stormwitch, Warden of Storm, who I mentioned above.
The Warden of Frost is now a rotating position of Forestborn Elves and tree spirits of some variety- Vicerine Caedath is in that council.
Lady Delynna, Warden of the Sun, is the only Vicarii currently voting against contact, and from House Malforric, who are very isolationist and dominate worship of Asuryan- influence over the Champions was mentioned to stem from that dominance, so she's probably the biggest political threat we have right now.

Prince Galenstra is a bigger deal than you're assuming actually. He's not just 1/24 of the council, he's 2/24 of the Council. He comes from House Fanpatar, which has a vote due to being a Major House, and he's a Vicarius which gives him a vote too (and he's triumvir 1 out of every 4 years). This is the same amount of power that Lindalioc held before he died. The only other person who holds that much power is Lady Delynna of House Malforric, who also holds 2 votes due to being Warden of the Sun and a Major House.

Sure, with the (on reflection very sensible) update around not having underemployed Wizards hanging around, I will drop my previous vote (for Windherding plus Hugo Bann) and can get behind voting for that.
(Still spends too much on accommodations, mind.)

But I think the 'don't ignore Egrimm' plan is very premature in asking Max to check the College libraries so early. We should expect to get much better access once those Colleges are on board. As in, he may instead be collating information with their help if we wait.
Shame, otherwise I could vote for that one, too.

I still want AV, so I'm going to keep voting for Redshirt with Divine AV, but I prefer WEB-MAT and Culture over don't ignore Egrimm so I'll approval vote:
[X] Plan Redshirt v2 with Divine AV
[X] Plan WEB-MAT & Culture

I am against recruiting Hugo, or any other characters for Web-Mat because we aren't even using the WEB MAT actions we have. When we're putting our first three recruits to use, then I can see collecting more, but right now we're struggling to make use of the ones we have.

Theoretically, making friends with a member of the Triumverate could be extremely good for the project. (also, because it might be ambiguous, he'd be befriending "gun" elf, not gun elf)

Why are people voting to spend 600 gold on living accommodations? That wasn't even a choice to vote for, and just seems like a very odd write-in. After all we might need that 300 gold in the future to bribe adventurers to do stuff or get special stuff for us while we're poking rocks in order to later more effectively poke rocks.

Because Ranald, a dice was rolled and it came up high.

Redshirt rolled a D4 and said the cost would be 200+100*D4 results, and it landed on a 4. I and many others found it amusing as RANALD'S WILL. That's how it came about anyway
