I'll support it, the golden arm my not be waystone or windherder, but its definitely weird and rare. and lets him know that this is going to be a different experience.

would have gone windherder, if we knew for sure he knew enchanting. don't want to risk it until we can confirm that.

We could ask him to study enchanting? If he's not already at battle-magic tier enchanting he can always learn more, and then we'd definitely have an enchanter to windherd with, without having to recruit another wizard.

And there's an amazing combo at Fiendishly Complex enchanting - Eyes of Truth + Pall of Darkness makes a patch of darkness that you can see through just fine, but no-one else can at all. And the glowing of your eyes doesn't make you visible when it's within Pall of Darkness.

In light of Boney's statements, I'd prefer to hold off on recruitment to WEB MAT until we have a specific need we need somebody to fill.

Looks good to me.

I'll admit, there's a part of me that wants to throw the golden arm at the golden wizards, but we can pull them in if research on it hits a dead end I suppose?

I figure we'll be working with him for 6 months this turn, during which we'll probably learn what his skills are, and will know whether he is already able to enchant or not. So better to just wait the turn and find out, rather than invest a fairly uncertain action. We'll probably want him doing something most/all turns, we'll have plenty of other opportunities.
 
You're coming at this from the entirely wrong direction. Don't think of this as 'what is the bare minimum amount of effort we can expend to keep the Wizards in their pokeballs'. Wizards are a scarce, expensive, valuable resource and Mathilde is going out of her way to snatch them up, taking them away from the good they would otherwise be doing for the Empire. If you don't have work for them, don't hire them.
I still think being able to set them on long term projects makes sense.

if lets say for example, we wanted johann to go ruin diving in another part of the empire to follow a lead. that might a year (two turns). and we set 'journymen underling 4' with him as back up.

both of them should be out of the list for those two turns.

or we put max on studying 'the golden arm' but its taking him time and his full effect. then he as well will be 'off' the list until he is done.

the whole point of a collage over a research team is that you can offload the management of stuff to reliable underlings.

If the idea was being presented in a different context I would be more willing to engage with it, but I'm not going to pretend this isn't coming up because it's a freezer to stuff a Wizard into so they don't expire. When I say 'this is how I want you to engage with the mechanics' and I suddenly get a bunch of questions very closely examining those mechanics for loopholes, I know it's not just some whacky coincidence.
 
In terms of recruitment, we probably shouldn't recruit any more wizards to WEB-MAT right now. Unless an opportunity so central to the institute's mission that we basically have to say yes drops into our lap (damel, ice witch, other hybrid arcane/divine caster) we don't have the time to manage more people right now. So we'll probably want to keep the current staffing until we see how the waystone project goes, once we actually get the relevant parties together.

Ok, so we need to plan with this in mind. Next turn we should pull in an elf, have the whole team study a waystone and go through libraries, and put together a working theory. Then we can send people out to do tests of bits of it.

And then we should start engaging more deeply with our sponsors as the project is underway.

Step three would be to change up the roster based on what we've learned, and bring in new people who can solve the problems or start developing applications. AKA Pan.

I have to admit, I'm not that worried about not that worried about not using Egrimm for one turn.
He just got out from under the thumb of a controlling master that liked to use him for busywork and cleaning up messes.
As long as we don't toss him those we are good.
If anything, he wants free time he can use as he pleases (negaverse Egrimm players screaming about backlog). He wants free time to work on his project and papers so he can advance. Giving him some time to "get his affairs in order" could definitely work in our favor.
