Why not making Personnel a VADM position?

I find that somewhat unlikely (though vaguely possible), crew recruitment would be Certunn Guk's department (Guk will probably move to another position soon anyway, after Seruk he is the Rear Admiral who has served in the same position continuously the longest). Personnel admirals are probably giving bonuses like improved experience gain rate, increased panel of captains size, reduced chance of burnout/early retirement for captains/flag officers, and of course the ever popular pp bonuses.

Well some of our crew "income" sources are actually things that allow more crew to be retained rather than retire or get injured outside of Events. So better retainment would be modeled as a crew income bonus.
 
Well, whatever we get, it'll be better than NO bonus.

Although I'll have to slightly amend Eddie Leslie's explanation for why he isn't retiring. ;)

I would support making Personnel a VA and rolling the dice on if Seruk has a bonus enough to retain him or promote someone over him. May not be for this Snakepit though.

Costs for new Vice Admiral slots will likely be raised this coming Snakepit, since we just appointed one. Usual principle of how if we just did something, it costs more to do it again. Simple making Seruk retire is likely to be 15pp cheaper.

Also, if they are getting more expensive, I would have higher priorities for Vice Admiral slots.

Price may not go up, refits stayed the same cost despite starting other refits. I could see price dropping long run as it is easier to argue more heads being vice admirals as we get more into that category

He's gonna be here when Picard's a captain and Sarek's retired, and you can't stop the crotchety old Vulcans no matter how much you try!

It probably won't be very rewarding to debate the question of Seruk until we actually see the numbers for the snakepit.

I will admit a certain grudging admiration for the bastard. Not sure I'd want to get rid of him, although it'd be nice if we could get a bonus out of him somehow.

Given that Sousa's bonuses apply almost entirely to politics, I suspect the snakepit will look rather different this time than last time.

Plus it would add a Vulcan into the second highest level of command, positions currently filled with only Andorians and Humans.

So if my plan wins we'll be laying down seven ships this year. Wow. A long way from the days when one Excelsior was a big investment, isn't it? Not to mention all the ships we'll have coming nto service.

2313 - Kearsage comes back, 2 Constitution-Bs, 1 Excelsior (EC)
2314 - 2 Centaur-A, 1 Constitution-B, 1 Renaissance, 1 Excelsior

Plenty of new promotion opportunities for starship captains, though it will be a couple of years before we get the next non-Explorer Corps Excelsior for our sector fleets.
