Sure. I've got no investment in there being system and sector layers, and any gamey sillyness like all/primarily Starbase garrisons can dealt with as needed.
Well the event system alone means we want to keep some ships in each sector, plus that many starbases would be a major drain on our PP. And in crisis we want some Starfleet units in sector to be able to respond. Still one of my long term goals is for all member worlds to have their own starbase, and if we can any critical infrastructure would get one as well.
 
Alright, @Briefvoice, @Nix - Do you want to resubmit a fleet plan on a sector level? Combine the garrison requirements of the key systems in a sector together for the time being.

If you like, though right now there's effectively no difference other than combining the Sol and Betazed fleets. It'll only matter in the future.

Yeah, I would be amenable to switching to changing garrisoning to sector-wide.
I'm of the opinion that we're going to want to reorganize our sectors sometime in the next 5 to 20 years. Therefore, I'd suggest timing any major changes to the way sector garrisons work – and that reorganization – to the next time we research a defense doctrine which changes our defense distribution. This will make the changes more 'natural.'

At that time we should consider giving every sector a minimal defense that must be met by ships, to avoid the situation like Tellar right now. This would also be the time to consider stuff like frontier zones and explicit formulas.

"Gear check."

What makes it funny is how normal it is. Just like the start of every other shift, regardless of the fact they're on an Orion Union mining colony. They still start by checking gear.

Phasers, pistols. The Caitian Frontier Police carry pistols with kill settings, but the kill setting was mainly for its utility to breach doors and walls or otherwise remove obstacles. Using it against a sentient is strongly discouraged. This changed during war with Dawiar and is likely to change further during the deployment to the Orion Union, but that cannot be helped. The Starfleet ship that ferried them all here helped ensure that each pistol was in perfect working order. They had also installed gene-lock mechanisms for firing the pistol. No CFP patroller would be shot with their own pistol on this deployment. A minor comfort given the weaponry the Syndicate was known to deploy, but still a comfort.

Light bodyarmor. A vest rated to withstand a phaser or disruptor on a low lethal setting, a helmet of similar protective qualities, arm and leg guards to protect the front. The helmet incorporates a communication system for communicating between members of a patrol and to other networks. The gloves extend only to the first joint of the finger and have small pouches of powdered lead sown into them to increase the power of a patroller's blows. It is the only addition to their hand-to-hand abilities; they are Caitians, and their predatory heritage has expressed itself in their body more than most species. Their own physical prowess and training is usually enough. The Patrol Leaders had gathered and discussed adding stunsticks to their standard gear for this deployment, but decided to hold off. It wasn't like their riot gear was going anywhere if they decided to later.

Miscellaneous equipment. Cuffs; they were carrying three pair for this assignment, each pair with integrated communications beacon for tracking and locking together with electromagnets rather than chain. Emergency medical kit: mechanical tourniquets, pressure bandages, and painkillers, intended to provide immediate aid for life-threatening injuries. A hardened PADD for taking notes, recording interviews, and the like. For this assignment it would record everything; a measure intended to reduce the urge to corruption or excessive force both. Uniform, white, like the bodyarmor.

The single thing that is new here; an armband, courtesy of Starfleet, that dispenses pheromone suppressants. A necessary addition considering where they are, and derivative apparently of one that is commonly used by foreigners living in the Union to maintain their mental equilibrium. It is worn under the white uniform and bodyarmor, and was checked once already while they geared up; now it is checked again by tricorder. All of them pass for the second time.

One by one each patroller signals readiness to their Patrol Leader, who in turn signals it to Lieutenant Hriss. The Lieutenant surveys their men and women for a long moment. "We are a new part of the Federation, and they have chosen to trust us with this. It is not a small problem. It is not an easily solved problem. The Orion Syndicate are formidable prey to hunt, but we must not lose sight of the fact that they are not the only ones who will not respect the rule of law. We do not know this place as well as any who are already here either. I counsel you to do these three things: Be watchful. Be cunning. Be patient. Decisive action comes once we know how to direct it and not before."

Then the Lieutenant sends them out with the traditional motto of the Caitian Frontier Police, words they have spoken a thousand times and more. Comfortingly familiar, even if the charge has become more difficult than ever. "Go forth and keep the peace."

Huh, you guys actually didn't vote for any Syndicate related intel reports. I forgot about that. Uh, the big status post may be a bit lacking this year as a result, since I can't feed it any extra juice from that.
I think that might've been because the last time we did a write-in for the Syndicate, it told us nothing new. At least with the pre-determined options we know what we're getting and that it's very likely to be worth knowing.

So some non-write in options related to the Syndicate next time would help there.
 
I'm not sure, but our plans have the bigger ships with better stats go to the Syndicate Sector, right?

Cardassian Diplomatic Posture Report and View of the Federation

Over the last year, the Diplomatic Posture of the Cardassians has been deeply confused. Before the Kadak-Tor incident they were very active. We were seeing increasing signs that there is an affiliate relationship between the Cardassians and Yrililans, while Bajor is on the cusp. However, after the Kadak-Tor's disappearance, outward focus from the Cardassian Union effectively stopped dead in the water. In fact, entreaties from their known clients, such as the Dawiar or Lecarre, have gone unanswered. This state of affairs cannot last, of course, but for the moment it would be fair to say the Cardassians do not have a diplomatic posture.

In terms of their view of the Federation, they are deeply, almost intractably, mistrustful. Although they see the Federation as morally and intellectually weak, they see our political message as insidious. One contact we spoke to referred to the attitude as the Federation being the person who suggests eating deserts for dinner - it is a very seductive message, but one that is counter-productive in the long-term. This, of course, makes the matter of finding grounds for peaceful coexistence tricky, as being seen as just short of ideologically inimical is no starting point for a friendship. We have sent a package to the Federation Diplomatic Service for corroboration, and they have suggested that this is their read of the situation as well.

What we can potentially expect is that when all minor powers between our borders have declared for one side or the other, we are likely to settle into a period of what we would call, "ambivalent isolationism", where Cardassia attempts to use their media stranglehold to keep the Federation at an informational arm's length. This would actually not be very difficult to get around, although forcing the Cardassians to acknowledge us could put us on the path to war.

Reasons behind the march to war between the Klingon Empire and Romulan Star Empire

Well, the hounds of war may not be released just yet, but it is fair to say that the hand is on the release clip.

As always, reports on the internal views and functions of the Romulan Star Empire are among the most difficult to ascertain with any degree of reliability. Information from Klingon sources is more forthcoming.

At its core, it seems that what has really opened the door to a potential conflict between these powers is peace with the Federation. The Romulan Star Empire has a high level of confidence that the UFP will not interfere in a conflict between the RSE and KE. This is based on a thawing of relations at the Neutral Zone, cooperation at Athos V, continued Federation Diplomat Service efforts, and Romulan assessments of our strategic distractions from, in order, the Cardassians, Syndicate, and Sydraxians.

On the other side of the equation, almost two decades or more-or-less peaceful relations, and the aforementioned strategic distractions, combined with the Khitomer Accords, have convinced the Klingons that the Federation will not intervene against them. There seems little interest in attempting to gain Federation aid via the Khitomer Accords. Instead, both sides appear to be relishing the prospect of settling old grudges without the worry of third-party interference.

The list of grievances between the two foes are extensive, though punctuated by periods of pragmatic cooperation, such as when the Romulans began to trade for Klingon D7 battlecruisers. However, in many ways the Federation is intrinsically tied to this spike in tensions. Both sides are hoping to make serious gains against the other in order to consolidate Beta Quadrant power to confront the growing Alpha Quadrant power that is the Federation. With the last ten years seeing three, and soon to be four, new members added, and massive increases in fleet power, there is apparently a feeling on both sides that the other empire must be cannibalised in order to present a valid counterbalance to the growing Federation.

Sydraxian Hierarchy Diplomatic Posture

Our assets in Sydraxian space are unfortunately limited. They are one of the big unknowns among all of our neighbours. Most of what we know comes from our few contacts in Gretaria, who interact with the Sydraxians. We have recently learned that, unfortunately, the Sydraxians have begun extracting tribute in the form of shipbuilding materials from the Gretarians. Aside from that, the Sydraxian Hierarchy maintains close relations with the Yrillians and the Cardassians. They do have surprisingly cordial relations with certain factions within various Apiatan councils, particularly those opposed to further Federation integration.

Most of their actions at present are seemingly tied to a perceived failure when they failed on repeated occasions to destroy the USS Miracht-A after the diplomatic breach. Frustratingly, the exact details of the breach have reached the point where the Sydraxians don't actually care much about what they were. Instead, simply inflicting an arbitrary amount of pain (presumably equivalent to the loss of an explorer) became an objective, and then with the arrival of the Cardassians, that became the leading rationale.

It is the considered opinion of the Federation Diplomatic Service and Starfleet Intelligence that peace with the Sydraxians will require a detente with the Cardassians. Nonetheless, attempts at a bilateral dialogue continue.

Sydraxian Hierarchy Fleet Strength

The Sydraxians operate two types of ship - one is an escort called a Hasque which we consider to be broadly similar to a Centaur or Centaur-A in terms of performance. The other is a Kalindrax, which is a heavy-weight cruiser, sort of like a more well-rounded, faster Jaldun-class that masses about 1.8mt.

We would add a cautionary note that the Sydraxians have recently undertaken a large expansion of their shipbuilding infrastructure, which may see their fleet numbers increase rapidly.

It looks to me that the logical conclusion of a war between the Klingons and the Romulans is both superpowers collapsing.
