Ok, going with Eriksson. She helps us research Design and Tactics Doctrines, and new, potentially hostile races faster.
 
For Rear Admiral Rinias ch'Vohlet, is the extra 10% a one-time cost or does it have to be paid every year that the ship is being hurried?

So if we were trying to build an Excelsior in 3.25 years instead of 4, would we have to pay 23br, 15sr extra... or 69dr, 45sr extra?
It's a per-year rush that you pick during the Shipyard Ops phase.

....but I think we should be prepared to take advantage of her ability to the fullest. That means:
1. Commissioning a doctrine specific research group as soon as we can spare the political will.
2. Committing to researching both doctrine and foreign analysis every turn, even at the cost of letting another secondary priority slide.

Only way she'll be worth it in the long run.

Which means we'll actually have to pick a doctrine. (Lone Ranger, Lone Ranger, Lone Ranger!)
 
Okay, to handle States of Emergency, I'm going to take a leaf out of the Research Mechanics book. Things will start moving to smaller scale turns (in this case, monthly instead of quarterly). You will get assets in the form of Crisis Teams that you can assign to projects each turn, to represent the weight of the Federation being brought to bear. (I couldn't just give you like, a bajillion Political Will or Resources because that just starts leading to loopy effects)

Crisis Teams will be things like Federation Ambassadors who can be assigned to fast track diplomacy or even member admission, or alliance building. Or things like Earth Industry which can be used to fast track builds of ships, outposts, bases, etc. Special Medical Teams to rush Biophage research.

Basically, each turn during the Crisis will be like your research turns, but focused on a much wider area.

The sort of teams you get will depend on the nature and severity of the Crisis.

Things I want the option to pursue:

1. Romulan Data. If we're going to try and Science the Shit out this thing, it sure would help to have access to all those 1000 year old Romulan records. It sounds like they did really extensive testing on the Biophage before putting it in its box. That was a long time ago and technology has moved on... it's very possible that the old knowledge will fuel new solutions with today's tech. I'm not sure how much flexibility we'll have, but I think we really want to pressure the Romulans to cough up the info.

2. Telepathic help. The Betazoids might be able to help us hit the Biophage with something it has no defense against. They aren't good with machines, but the Biphage has an organic component and they have incredible range. In next gen era a mere half-Betazoid could sense emotions of people on other starships.

3. Evacuation. I think we need to get the civilians out of harm's way.

Rember our 10 year goal? this will help. A lot. Provides a good buffer for if something bad happens, and Let's us expand faster and it's going to get better once the other shipyards come online. provideds the best long term benfits by allowing us to expand faster. Also non-human, yay for diversity.

More political will is always good. A fairly close second best option, if simply because of letting us do more for little.

Very close third... but fairly specialized. which is the only reason it is third instead of first. to make it worth it, we would need to dedicate atleast one research team to synthetize with her ability. not that big of a sacrifice considering the results.

All in all, all three options are very good. all are more then satisfactory. voteing is really going to come down to personal preference.

Though we really need to get more non humans into these posts. As it is the rush bonus is not as big to me as with the pp we would get more shipyards and with this option we get more research so our ships Are more effective

I'm sure it would be very distressing to the empath.... but. One of the trickier things about the Biophage has been its ability to mimic uninfected ships and spoof communications, not even taking into account its Warbird cloak. Have you considered that the type of horror you just described would be clear as day to an empath and make it absolutely impossible for the Biophage to fool anyone or even hide under a cloak?

How could this go wrong? Nightmares for the rest of that telepath's life. How could this go right? Millions of lives saved. But hey, I'm sure it was totally an idea worthy of a sarcastic putdown.
 
Long term Heidi Eriksson is the best choice, but in the short and medium term she's pretty meh, we currently have many higher priorities than the techs she gives a bonus to. Rinias ch'Vohlet won't make a difference for the current crisis, either it's dealt with before the next Excelsior is completed even when rushed, or the Inflictor has already won, and is otherwise fairly situational. So, would Thana sh'Masharr earn enough pp in the time before we go into doctrine research to make it worthwhile? Hard to say. I don't want people to vote for doctrine tech in the next research turn just to make use of the bonus, though.

The occupation of Bajor is a purely internal matter. The government of Bajor invites Cardassians in, it's not like it's an occupation or something.... until it is. It is not a simple situation

Short term sh'Masharr won't help the current crisis either, as @OneirosTheWriter has already explained we won't be using pp for the duration of the crisis and will instead have our choices defined in terms of other emergency resources. None of the three have a special ability that will help with the Biophage.
 
What we really need is superior Rihannsu candidates!
