Cardassians, Cardassians, Cardassians.
The name is on the lips of every member of the Council, especially the new Amarkian Councillors. Whether speaking of the need for the Federation Council to aggressively develop some diplomatic footing with the Union, or the need to press hard so as not to fall behind. No one envisages a war, or argues in favour of one. But many, especially the humans and Andorians, still retain some institutional memory of the wild and woolly early days of competition with the Klingons. Many from those worlds are girding themselves for the cut and thrust of that form of frontier conflict anew. The Amarki are joining them, as much as the Vulcans disagree. The Tellarites are on the fence, much of their earlier fervour checked by how near a thing the loss of the Amarki Councillors was. Everyone agrees that Starfleet needs to continue to expand. The continuing point of concern about the Jaldun-class cruisers versus the Constellations comes up frequently.
Speaking of the Jalduns, news slowly trickles in during the proceedings that the Cardassians are searching for a missing cruiser, lost in areas near the more porous portions of the interstellar borders. They try to keep it discreet, but their inquiries with local factions can be pieced together. The CDF
Rindar has been lost.
When this comes to light you get viciously grilled on the stand by a number of Councillors, but you honestly don't know anything about it. Space is dangerous, and Starfleet knows it more than most.
The other matter which comes up is that of Captain Michel Thuir, who was cleared by a board of inquiry, and whose First Officer has been officially commended for how they rescued the situation from outright disaster. Apparently the Federation Diplomatic Service has been attempting to reopen diplomatic channels through the agencies of the Apiata, but to no avail. Of course, for your own part you get blowtorched by a procession of Councillors, many of whom were slapping you on the back a couple months ago at the signing of Amarkia. No one openly confronts the problem that Cardassian intel agents can operate unchecked by anyone outside of Captain ka'Sharren, seemingly.
