Especially since Betazed, being already covered by Starfleet as part of the Sol sector, probably won't up Defense very much when it enters fully.

Given the below, what's people's preferences for pushes? I think 1 push for full membership a year should be it, although I can see the argument that Betazed would be an exception, being in the Sol Sector.
Apiata, Betazed, Indorians in that order. Apiata are a major industrial power and being actively courted by the Cardassians. Betazed would make certai facitons in the Federation council very happy and provide an absolute boon to espionage and counter-espionage. Indorians are actively being courted by the Cardassians.
They get a roll, which may be high or low. They'll all get there "on there own" but having a race of powerful telepaths completely on our team when we're in an espionage-filled coldish war has, er, obvious benefits.

My personal order of importance is:
- the Apiata because they're right on the knife-edge of affiliatehood in an area where counterdiplomacy is currently rampant
- those multispecies people we just met though they don't seem to be on the list because having another group like us is just the best thing
- the Betazed because sweet bonus telepathy stuff
- the rest of the Cardie-area civs we have a chance of swaying into affiliatehood soon, to keep them out of the spoonheads' grasp
- everyone else
It is one or the other. We can't afford to risk the Defense requirements of multiple full members until those Centaur-As are complete and we have more coverage to spread around.

The last few suggest two out of three being in the mid 20s to low thirties, while the loose end is something like 9-15.
It's not a mystery. The roll is a forty point variation between -20 and 20 + 17. So a result anywhere from -3 to 37 with all possibilities having equal weight.

Sure. Let's say they're D6. So we send them two Constellations. Then the Caitians come in at D9 and we send them.... oops, we can't make that.
