The one argument in favor of Encryption is we know Office 0 is going to be created in two years, and while they may cheat, we don't know if they will, and we want to help them not attract attention in any way either way.
 
2nd level of colony cores, and the issue is production isolinear is going to be another long slog and you need production isolinear for 2330 ship computer core and 2330 mainframe. Plus with a generic team on it we can get two or three techs down with each of the other computer teams in the time it takes the generic to do the isolinear.

In addition with 4 boosts we will have 36 rp left over and an income of 189 or 196 depending on if we lost that research colony. Assume 189, puts us at 225 with a target of 232 for 9 research teams, 240 if we add a team.

Even with adding a team we would only need 15 rp from events over the course of a year, more than that and we are boosting again.

If you're argument is that we can do an extra boost, then surely there must be somewhere more worthwhile to put it.
 
Eh, unless you're counting on democratizing the process to reduce your workload, I wouldn't. I kinda like seeing where my OCs are going to end up independant of my influence. I also feel like there's the outside possibility that people might get upsetti over thier precious babies being voted to be reassigned, or someone else trying to get their OC in the same spot.
It was mostly just looking at the now really large list of flag ranks for the different sectors and thinking it would be good to try to flesh those out but not wanting to take it all on myself, lol <.<

How much of a problem would be if we bumped these repair/refits to other 3mt berths in Q1 of next year so as to start the Ambassador prototypes?

The other option is delaying start of the prototypes until 2316.Q3 so that these berths are free.

You know, this might not be a bad posting for Admiral Lathriss. We keep talking tactical, but he's already running a major doctrine research program so this fits in even better.

I've give the President notice of my intention to resign from Starfleet at the end of the year. I am admittedly a little uncertain as to allowing President N'Gir to select my successor, but there is no way to wait out the term at this rate. I have overseen crises and carnage during my time, and right now I would like nothing more than to retire to somewhere in the heights of South America and breath fresh air and maybe try my hand at writing.

Well, Sousa was a fun PC to run. I'll be sorry to hear her go. As for her worries, ultimately N'Gir will be selecting from a candidate pool of Vice Admirals promoted by Sousa and Kahurangi before her. I believe there are no bad choices in that bunch.

Starfleet Intelligence Report

Our friends among the Yrillians have told us of one of the Independent Drive Yards completing a Hasque on behalf of the Sydraxian government, as in-flux as that concept is at the moment. Likewise, the surviving Hasques have finished repairs.

At the same time, we have indications that one of the new fleet yards in Cardassia, in the Galundun system, has achieved operational status.

Isolinear is by far the most important (non-situational) project to boost (as opposed to being the most important team to boost, freeing up a high skill team a year early is usually more important), the only reasonable questions you might want to ask is which years to do the boosts in (but this is an exceptionally good year to do so) and whether to do a total of 4, 6 or even more boosts. I'd much rather deactivate a couple of generic teams than do without those boosts (minimum of 4 until IIRC 2328) altogether.

Without a boost it will take 7 turns to finish primitive isolinear, assuming generic teams become skill 2 with fields when they hit 10 co.

Automated systems which we start this year will take 4 to 5 years and will result in system hitting level 6 in 4.

2320 research center will finish in 4 years no boosts needed and amash will hit skill level 4 in 5 years.

Without boosting generic team 4 will need another 7 years to do production isolinear.

14 years, which gives system 9 or 10 and amash 10 years to clear the rest but also slows us down from getting at the locked techs

2330 ship computer core unlocks both t4 cores and opens up secondary cores for ship design.

2330 mainframe adds 10 rp per year and has ship design projects start at 2 pts into each tech. It also unlocks colony cores 2340 which gives is more PP and rp.

Daystrom can get 2 and a half further projects finished in that 14 year time, maybe 3 if inspiration and boosts work out. Amash should be about another 2.
 
So, when we started, there were 4 Excelsiors, 1 Connie-A, 7 Consties, 12 Mirandas, serving in four home sectors, two border zones, supported by four starbases.

That comes to an Operations field establishment of 24 Starship captains, 6 Commodores, 4 Rear Admirals. Plus on the shore side, 1 Vice, a handful of other Rear Admirals, and a smattering of Commodores.

This has accelerated to 17 Excelsiors, 1 Connie-A, 9 Connie-Bs, a Rennie, 7 Consties, 8 Centaurs, 13 Mirandas, 4 Oberths for 60 Starship Captains. This is supporting 10 Home Sectors, 5 Border Zones, 12 Starbases, for 3 Vice Admirals, 15 Rear Admirals, 27 Commodores. Supporting that (will be) an Admiral, two other Vice Admirals, ~9 Rear Admirals, and a pack of other Commodores, all handling the near tripling of Starfleet, and the Federation.

Starting Starfleet = 22.9 million tons of shipping.
Currently it is = 69.85 million tons of shipping (not counting Oberths). So in terms of weight, it has more than tripled.

The Old Lady, Kahurangi, entered the Academy at 2256, graduated at 2260. Took 19 years after graduation to reach Captain. A total of 25 years to hit flag rank, plus 5 to Rear, plus 5 to Vice, plus 6 to Admiral. I daresay, as someone who ticked every box, and kept her nose clean, Kahurangi was a relatively meteoric rise in that old Starfleet. Only people like Kirk and ka'Sharren hit Captaincy faster than that. But I wonder how must shorter the wait to get flag rank is at the moment with the tripling of billets. Not sure how to model that. Maybe if I look at the first turn's personnel pool, the total ship crews, and take that as the spacegoing part of Starfleet, and then compare that. Because it's people who were already in service in 2301 who have a chance at these flag ranks atm.

One of the main reasons I consider boosting it so important is precisely that it allows us to avoid making inefficient use of the Daystrom Institute (the higher the skill the more important it is to assign them to a project with multiple techs).

Alternatively... since Utopia Planitia Shipyard and San Francisco Fleet Yards are in the same system, could we:

1) Transfer over the Excelsior being built at UP 3mt-B over to SF 3 mt-A in 2316Q2
2) Start concurrent Ambassador prototype builds in UP 3mt-B and UP 3mt-D in 2316Q2
3) Bonus: Build the Heavy Industrial Park in Sol ASAP to get that build bonus in our most industrial system?

I could start one at Lor'Vela OCF's open Berth A, and the other can start up with "some critical stabilisation repairs and prep work" at 40EA and then get shuffled to San Fran FY A when UES Liberty finishes repair next quarter.

If I open one phase per year for Personnel Command where people can basically open slather (re)assign officers based on the officers introduced through logs/omakes (basically everyone in anon's database) is that something that people would be comfortable creating plans for? Basically plan vote, open-ended slate of reassignments. Not sure I'd allow promotions.
Maybe you could outsource that to a separate thread, like ship design? It probably doesn't interest most people here, but some of us are probably going to want to take a look at it.

Ah, if it's a one time thing for flag officers postings, I think that's aight. I'm thinking more like people getting into insane vote arguments over who gets to captain the Endurance or Renaissance or be Office 24 head etc.

For example, I quite enjoyed Wolfe accidentallying his way into O24 and probably wouldn't have voted him there in the first place!
