Social: Everything is focused around the Science Institutes, which work together in order to govern.
The Gaeni, or The Illuminated Technocracy of Gaen, are driven researchers, held back largely by the internecine struggle between their Institutes. Their world has a distinct cybertech feel to it, including a level of personal tech use that gives many human Starfleet members the creeps, if not rising to the level of Council concern. Bi-gendered, they have no real concept of marriage in the modern-era. The Technocracy assumes considerable control over child-rearing and education.
Orions

Very high-tech cyberpunk twinge. Very powerful criminal underworld, especially the Orion Syndicate, and strong involvement in slaving and piracy.
Indorions Nutshell: "I like hammers" Official Government Name: The Indorian Congress Official Fleet Name: Congressional Navy Canon/OC: OC Homeworld: Indoria/Pyllix System Alignment: Engineers Tech: 2260s Type: Vulcanoid Distinctive Features: Pointed ears, pointy chins, three bony ridges run down their backs, hairline starts much further back than with humans, narrow builds, tall Social: Have formed an oligarchical world government. By their natures, Indorians are engineers, rather than scientists. Their capacity for theory isn't great, but applied sciences comes naturally.
These Indorians have built tremendous skyscrapers on their homeworld, and are building extensive mining colonies on the worlds they have claimed around them, which is part of the reason behind Cardassian interest. Twin gendered with relatively limited dimorphism.
Sydraxians

Social: Formerly governed by the "Hierarchy", a powerful group of senior governor-commanders. Now run by a shared, semi-democratic power base.
The Sydraxians venerate battle, not so much in the conducting thereof, but in song (and other forms of media). Singing is a huge part of their culture, and any Sydraxian who cannot sing is in trouble socially. They still know how to fight, however.
Padani Nutshell: They're ready for it. Where "it" is the universe's next attempt to kill them. Official Government Name: The Interstellar Commonwealth Canon/OC: OC Homeworld: Chara (now an unsettled, slowly recovering ecological preserve) Alignment: Crazy Prepared Tech: ISC-current Distinctive Features: Cosmetically resemble humans closely. Extensive, well-used everyday carry. Kinda hard to kill. Well-treated PTSD. Social: Slight natural preferences for care, caution, and preparedness reinforced by centuries of eschatologically bad luck. Enlightened self-interest a core value. Long lifespans, so they've seen it all and not always survived unscarred.

They have large shipyards that operate independently of their nominal government, and tend to allow contract work from any source. Possibly the largest single source of pirate hulls in the known galaxy, it is always watched closely by Starfleet Intelligence.

Canon/OC: OC Homeworld: Oriolis III/Kharhazad Alignment: Martial Tech: 2200s (Recent data shows their weapons are being brought up to modern spec by Cardassians) Type: Humanoid Distinctive Features: Broad and heavy-set, if a little under average human or Vulcan height. Social: Have associated poorly with others. Although they a unified government, it is one that rose to the top in the aftermath of a devastating war a hundred years ago. Since contact with the Federation, they have found themselves in competition with the Caitian for naturally suitable colony worlds and resources. Their social life is built around extended rather than nuclear families, and they live in frequently clashing communal groups.
Kadesh Nutshell: 'Ere we go, 'ere we go, 'ere we go! Canon/OC: OC Homeworld: ("Ha ha") Alignment: Engineers Tech: Federation Equivalent Type: Humanoid Distinctive Features: Remarkably similar at a cosmetic level to Humans Social: Currently part of a great fleet in exile on their way to find a distant homeworld of their people after discovering that the Kadesh were a Preserver transplant.

Qloathi Nutshell: "The Mellow Exploration Guys" Official Government Name: The Republic of Qloath Official Fleet Name: The Senatorial Navy Canon/OC: OC Homeworld: Arqueniou Alignment: Explorers Tech: 2300s Type: Humanoid Distinctive Features: Forehead ridge at hairline, bony joint protrusions Social: Based around a Republic. They have a strong affinity for the arts and theatre, inspired by the tales of explorers and adventurers called Rides. Their Republic is often unstable, and prone to dramatic collapses and restorations. The current Senate plays very hard. Canon/OC: OC Homeworld: Okatha Alignment: Spiritualist Tech: 2310s Type: Humanoid Distinctive Features: Slim, pretty males, curvy females, twin nodules on heads (think NGE clips) Social: People with a strong sense of spirituality, who believe that their ornate construction is necessary to compensate the natural world for the resource extraction. Partly democratic, partly oligarchical. Their concept of Lakhept is a call to purge impurity. Today, and in most ages past, this has been a simple call to personal self-reflection and improvement, but in other times it has taken on a darker and more martial nature. There are always strands of this latter thought present, perpetuated through the peaceful times by dedicated monasteries.

Following the collapse of the old Imperial House, they are now ruled by an Emperor from House Tartresis, who is leading them through the dire post-war reconstruction. Their mentats are now much restrained in scope, accessibility, and remit.
Ked Paddah Nutshell: "Don't rock the boat, bro" Official Government Name: The Ked Paddah Official Fleet Name: The Magen Chalal Canon/OC: OC Homeworld: Paddah Alignment: Pragmatist Tech: 2280s Type: Humanoid/Andorian Distinctive Features: Andorian in appearance but with swept-back antenna and shades between brown, orange, and red. Social: Use a Tri-Cameral system of government where the Judicial Branch is subject to lifetime appointments by general election and are considered part of the main houses of parliament. The Ked Paddah like to view their approach to the world as one of being "sensible". Everything should be in moderation, which makes the high-intensity risk taking of the Licori and Gaeni repulsive to them. Social: Built around the Clan Conclave, which is a series of large clans that work together in a Federation to guide the Dylaarian people. Extremely focused on the importance of maintaining Intellectual Property, they will go to lengths to protect a patent that other species would consider incomprehensible.
Goshawnar Nutshell: "Build me a better flying machine" Canon/OC: OC Homeworld: Lodshar Alignment: Engineering Tech: 2290s now uplifted to Cardassian current Type: Humanoid-Avian Distinctive Features: High cheekbone, feather-like hair, lanky arms, attractive faces Social: In ancient days the Goshawnar organised around "flights" of three-to-five families. Though now flightless mammals, the genetic antecedents of the Goshawnar were equivalent to giant eagles. It is suspected that Preserver intervention was involved.
In modern times, the Goshawnar have an autocratic government, a system which has persisted for decades. The exact autocrat and their regime changes from time to time, and most recently another coup occurred that planted a pro-Cardassian group in power.

For a long time they clashed with the Cardassians, before eventually deciding that they had no practical path to victory.

However, they seem to think little of it, maintaining a cheerful outlook combined with a taste for tremendously overengineered weapons, personal shields, and adventure. Diplo Push. Banking it gains us absolutely nothing, whereas a diplo-push brings a race closer to affiliate/membership and the various associated benefits.

Why are people to acquire a new Cruiser design that will soon be obsolete and can't be refitted? The Constitution "Refit" doesn't improve existing ships, and it creates a new, soon to be obsolete class that doesn't include any of the incoming design techs. There was a bunch of discussion last night about how we should wait precisely three years to get all the LC T1 and T2 techs, then go for the Renaissance or a custom LC, and now people are voting to waste 50 pp on a new design that will be inferior to the Renaissance or the custom and will not be upgradable. Refit the Constellation, Miranda, or Centaur if you want better ships RIGHT NOW.
Honestly, I just think it would be crazy* to still be building this iconic old starship class potentially all the way to the 2320s. It's probably not going to win, and I'm having trouble deciding between all the other voting plans anyway.
The only reason you'd want to bank something is if you couldn't afford an expensive option unless you banked the previous snakepit. Like if we didn't get that huge PP bonus after the biophage crisis and we still wanted to build Utopia Planitia Fleet Yards.
In a game where there are practically NO negative consequences to council options, and only opportunity costs, you should always spend and invest as soon as you can.

I'd prefer to cut the least productive mine from the list and use the savings to open up a new vice-admiral slot. We can't retain talent any other way, and BR isn't the bottleneck on Centaurs anyway, SR is.
You know, I really want to see what the species "card" would look like for humans and the other full members. Bonus if it's the hold my beer version. Sadly I have the creativity of a snail right now or otherwise I'd attempt it.
Actually if you include the 10% discount I belive the vice Admiral can be added as @tryrar had 6 points left and now has 16 points and the vice Admiral takes 15.
Also I like the species breakdown, though it would be nice to see the current member breakdown as well
Can we perhaps not develop a design that will literally only last 25 years? One that cannot be refit, that is inferior to the Renaissance class in many ways? One that will make our actual future development of the Renaissance less likely?
I may be a bit invested in the Renaissance class, admittedly. But I just don't like the idea of a Connie refit.
Can someone explain why we want to both fortify Tellar and create a Cardassian Border Zone? This seems like building a bunch of forts on the eastern side of the Mississippi the same turn you make the Louisiana Purchase. We don't even have the excuse of defending against native americans, since the closest we have to that are the Amarki, who love us.
Could we at least put the outposts in the new Border Zone instead? (The equivalent of putting them on the western bank in the example above.)
Why are people to acquire a new Cruiser design that will soon be obsolete and can't be refitted? The Constitution "Refit" doesn't improve existing ships, and it creates a new, soon to be obsolete class that doesn't include any of the incoming design techs. There was a bunch of discussion last night about how we should wait precisely three years to get all the LC T1 and T2 techs, then go for the Renaissance or a custom LC, and now people are voting to waste 50 pp on a new design that will be inferior to the Renaissance or the custom and will not be upgradable. Refit the Constellation, Miranda, or Centaur if you want better ships RIGHT NOW.
If the Constellation refit had a hope in heck of defeating the Centaur bandwagon, I wouldn't be voting for the new Connies.
The Constellation refit is BY FAR the most resource-efficient method of meeting our defense requirements.
But instead it seems people want to blow a massive amount of resources on Centaurs, which I really don't get.
Upgrading the 8 Constellations we have and building 6 new Constellations gets us +32 defense (and also +26 science) for 520 br, 350 sr, 12 O, 24 E, 12 T.
Since Technicians are the portion of manpower we are most short of, the efficiency of Constellations in this area makes up for them being more expensive in terms of officers and enlisted.

The outposts add the to the defense rating at tellar which means we need to assign fewer ships there, it also has the same defense as a Starbase at half the cost.

Since the most recent Captain's Log mentioned Galus V being higher with respect to the galactic plane I tried to add height relative to the map in as far as it's known. Other than Galus V so far only for the known real stars, that is Vega, Alpha Centauri (though it's only 0.05 LY below Sol so nothing to see) and 40 Eridani (Vulcan). Is the convention used apparent and understandable? Does anyone have a better idea how I could represent it?
