That could be interesting, under different circumstances. Honey will lose her Conflicted trait once we have her do a fashion project. That's it. Eggman's halving of loyalty would probably still apply to her, but it feels cheap.For me, it's that she literally got so blinded by revenge that she agreed to work for Eggman, now she has to make the most of it. She can either hold true to her morals... or get revenge. As well as her greed and ambition vs. morals, by staying with him to build her brand.
Her being a fashion designer, as you acknowledged, is a way to get us income faster. Yes, Basil can do that too, but that's still likely at least two turns away. One to recruit him, another to get whatever he needs for it set up. And more sources are better.
It's also a usable tool for infiltration, marketing, etc. Get Eggman an industry outside of machinery.
Not going to say she's super interesting yet, but I don't see her inherently more or less interesting than many of the other heroes in our roster when she just showed up. Whoever we don't invest in won't be interesting, because they won't have anything to do. If nothing else, her industry offers opportunities that some other heroes don't.
I don't disagree that more income is better. I'm willing to have Orbot & Cubot handle it, because that's a throw away action and there isn't really much that can be lost from it. But you overstate the importance. Honey is almost certainly going to be outed as one of our minions by the time we unite the Green Hill Zone. Rouge almost certainly knows she works for us and we know she doesn't feel compelled to be honorable about her arrangement with Eggman. Breezie already knows she works for Eggman and Breezie knows full well what Eggman means for the world.
There are only so many opportunities that Honey's shop can offer playing in an Eggman quest. It probably would lower the DC to infiltrate the Restoration and I'm okay with that. But what about once we move beyond Green Hill Zone? Are we seriously going to only assign her to 'secret' actions so we can develop her fashion store across the world? The normal infiltration action exists.
The most potential I can see in her character is deserting us upon our conquest of the Restoration and joining the resistance. I think that'd be neat to read. But otherwise I don't see her as anything other than a few circumstantial bonuses.
If we were playing Restoration quest, yeah I'd be fine with her. But we're not.

I meant that is a bit hasty to imidiatly write off a character that we just get before saying she is boring wihtout waiting a couple of updates and turns to see what QMs are planing to her or how they write her personality.
